- This is a notice of intent to issue a sole source award to ICx Radar Systems, 900 Chaparral Road, Scottsdale, AZ 85250 for converting an existing STS-350 Radar System from a vehicle mounted to a rack mounted system and to upgrade the existing hardware and software for that system. The authority cited is 10 U.S.C. 2304 (c)(1), FAR 6.302, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The reason for this determination is: This is a follow-on requirement to an Air Force Transformational Technology Insertion (ITI) buy in 2003 from Sensor Technologies & Systems, Incorporated, which has since been acquired by the company ICx Technologies, Inc. This is a requirement to upgrade an existing short range Perimeter Surveillance Radar System to incorporate advanced technologies, to equip the system with wireless and solar power capability, and to install the system with one truck mount and two fixed mount locations. The Government will only favorably consider and evaluate offers that unquestionably and clearly demonstrate the offerors ability to provide the upgrades and installation with absolutely no degradation in performance of the system. Line 0001: Model PS-195/ STS-350-PSRS Performance Modification Enhancements, quantity of 3 each. Line Item 0002: Ethernet Communications in a NEMA 4 enclosure for the STS-350 with Video and Pan/Tilt Controller for EMX Camera, quantity of 3 each. Line Item 0003: Less than 2 mile Wireless Communications Subscriber Module at Radar (5.7 GHz, DES Encryption, Advantage, Stinger, Power Supply, Surge Suppressor),quantity of 3 each. Line Item 0004: PS-911/ Mounting Rack, quantity of 3 each. Line Item 0005: Solar Power System for STS-350 Radar, quantity of 3 each. Line Item 0006: PS-196/Performance Modification of Elite Laptop, quantity of 1 each. Line Item 0007: PS-222/Software Key for WSTI, quantity of 1 each. Line Item 0008: Less than 2 mile Wireless Communications Access Point at Control Center (5.7 GHz, DES Encryption, Advantage, Power supply, surge suppressor), quantity of 1 each. Line Item 0009: Ethernet-Fiber Converter with 1 ST Fiber Connection and 4 Ethernet Ports with Power supply (not needed if Ethernet repeaters are used), quantity of 2 each. Line Item 0010: Site Survey, Installation Guidance (does not include travel time or travel expenses- see items 12 & 13), quantity of 1 each. Line Item 0011: Radar Commissioning (system setup, configuration, test, turnover-does not include travel time or travel expenses), quantity 1 each. Line Item 0012: Travel Expenses for Site Survey, quantity 1 each. Line Item 0013: Travel Expenses for Commissioning, quantity 1 each. Any change to this notice shall be authorized only by the Contracting Officer and will be issued by written addendum.
