Description
The Central Region Administrative Division (CRAD), National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Restoration Center (RC), has a requirement for biological monitoring of the site for oyster survival, growth, density, biomass, disease, and related water quality parameters in Kitt's Marsh, Chalk Point Oyster Reef Sanctuary, Maryland. The Government intends to issue a sole source commercial services award to Morgan State University, 1700 East Cold Spring Lane, Baltimore, Maryland 21251-0001, a Historically Black College or University and is considered other than small business. Morgan State is considered uniquely positioned to provide these services as they are the incumbent contractor for previous monitoring of the exact project. The desired contracting entity has over 20 years experience monitoring sites within the Patuxent River as a whole, and has more than 10 years of detailed archives of water quality, physical and biological data of this site specifically. There is no other entity that has firsthand knowledge of this restoration site, in order to make the short and long term comparisons and conclusions about the success of our current and future restoration activities at the site. Regarding specific qualifications of any entity that might propose to do the work. All quantitative sampling collections would need to be collected via diver-based quadrat sampling. Traditional fishing gear methods (patent tong, dredge, or hand tong) would not be acceptable. For standardization with previously collected samples, the submitting entity would need to have a proven track record of completing disease analysis via the standard rectal assay method. The firm must have an in-depth knowledge of the Chalk Point project to include detailed archives of water quality, physical, and biological date for the subject area. In order to accommodate the contracting oversight that has occurred to date, the contractor would need to have a current American Academy of Underwater Sciences (AAUS) affiliated dive program or other mechanism of diving reciprocity agreement with NOAA, to facilitate the ongoing need for NOAA staff to accompany dives as needed during the current sampling, as has been done to date. To be considered, firms must furnish detailed information concerning their capability to provide the service and satisfy the Government's needs. Such information shall include, at a minimum, name, telephone number and address of concerns for which you have furnished this service previously and detailed narrative that describes your ability to provide this service with the level of in-depth knowledge of the Chalk Point project as the intended sole source vendor. This notice is for a service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties must respond within (15) calendar days after publication of this notice. If no affirmative responses are received or subsequently affirmatively determined, the government intends to negotiate a purchase order with Morgan State University, Baltimore, Maryland. The Central Acquisition Management Division (CRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Online Representation and Certification Application (ORCA) thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov and complete the application. Award will not be made to any contractor that is not registered in CCR and BPN. Note: CCR registration should be completed prior to completing ORCA. The NAICS code for this action is 541711 - Research and Development in the Physicial and Engineering and Life Sciences (Except Biotechnology). Small Business Size standard is 500 employees. This service is being procured under the guidelines of FAR Part 12, Acquisition of Commercial Items. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed order, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
