Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA), Office of Analytical Services and Quality Assurance in accordance with the Federal Acquisition Regulation (FAR) Part 6.302.1 that "Only one responsible source and no other supplies or services will satisfy agencyrequirements", intends to award a sole source purchase order to the LECO Corporation for the purchase of a PEGASUS 4D GCxGC System with LN2 Levelling, in depth training of such equipment as well as a fully covered warranty on items purchased. It has been determined that EPA's existing GCxGC equipment is only compatible with the aforementioned products/services. To purchase such equipment from another vendor would make the existing equipment warranty null and void thus causing the EPA to endure additional and unnecessary expenses. It has also been determined that the warranty on LECO equipment remain valid only when genuine LECO replacement parts are used. LECO Corporation has been the leader in the development of time of flight technology. With the scope of the work outlined in the agreement with Homeland Security, the instruments that are currently being used for the CWA project must be able to analyze a high number of samples in a day. During the course of market research, it was determined the LECO Corporation was the only manufacturer that produced a GCxGC Time of Flight that would be able to meet the sample through-put and detection limit reductions set by the CWA project. The National American Industry Classification System (NAICS) code for this requirement is: 334516. The EPA has only one known source for this procurement that is in the government's best interest. If there are any other potential sources, please submit your capability statement via email to the US Environmental Protection Agency, c/o Elaine Scott at scott.elaine@epa.gov no later than 12 noon, EST September 18, 2008. The determination not to compete this requirement is at the discretion of the Contracting Officer in accordance with FAR 13.106-1(iv)(b).
