- This is a presolicitation notice for the requirement of a Survey and Design Team for FPS Radio System. Prospective contractors would be surveying existing Motorola equipment and designing a system based on Motorola equipment. This is not a request for new equipment nor a request for submission of proposals. The requirements of the Survey and Design Team are as follows: a. The Federal Protective Service (FPS), an element of the Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE), requires a dedicated contractor team for a period not to exceed 24 months. The team will survey the FPS radio system inclusive of the FPS regional repeater systems, the FPS radio dispatch network infrastructure, the FPS MegaCenter dispatch console systems and electronics for the purpose of developing detailed design proposals for the upgrade, replacement, and installation new radio systems and sub-elements of the FPS radio system. It is the intent of FPS that the Contract team shall perform the combined tasks of survey and system design. b. Areas/functions of the FPS radio system requiring survey and engineering/design solutions are listed in appendix A of this document. c. Deliverables produced by the team shall include: •Survey data (e.g., radio frequency (RF) coverage requirements, engineering specifications and requirements, etc.) •Detailed design proposals with associated equipment and labor cost which will serve as the scopes-of-work for the installation/execution phase of each project. d. Government direction to the team to begin projects will be by individual task orders issued through the FPS Radio Program Management Office. e. Due to the magnitude of both survey and design work necessary to successfully complete this project, FPS anticipates that the Contractor will be required to perform multiple surveys and design efforts simultaneously. Contractor Team Composition a. The Contractor’s survey team shall be composed of five Project Managers (one of whom shall be a Senior Project Manager), and four RF (Radio Frequency) Engineers. The Senior Project Engineer shall oversee and coordinate activities of the other Project Managers who will be assigned, along with one or more RF Engineers, to complete specific project surveys/designs.
