- FISC's intent is to process this procurement on a sole source basis to Hazelden Foundation, Center City, Minnesota. FISC's intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items) procedures. The Period of Performance is from 14 October 2008 through 13 October 2009. The Fleet Industrial Supply Center (FISC), Norfolk, Contracting Department, Philadelphia Office intends to procure Training Services on co-occurring disorders. The Bureau of Medicine and Surgery, Deployment Health, Psychological Health and Traumatic Brain Injury Department requires training for 200 Navy Substance Abuse Counselors on co-occurring disorders in personnel affected by the disease of addiction. The objective of the training is to ensure that the Navy Substance Abuse and Rehabilitation Program (SARP) is both relevant and effective. This can only be accomplished by improving the professional knowledge ! of Navy Substance Abuse Counselors in the areas of: co-occurring disorders and differential diagnosis to include Post Traumatic Stress Disorder (PTSD), Traumatic Brain Injury (TBI), medication management, integrated combined therapies to include Motivational Enhancement Therapy, Cognitive Behavioral Therapy and Twelve Step Facilitation. The government anticipates award of a firm-fixed-priced contract to satisfy the requirement. BUMED is requiring five (5) specific courses of training (1 online, 3 on-site and 1 off-site) for its Navy Substance Abuse Counselors. There is no other known source that offers a comprehensive and standardized SARP treatment with a statistically proven level of success that integrates both instructional learning and daily lectures with hands-on participation/observance of treatment units within its own research center. Additionally, Hazelden is the only known source that can immediately provide an education on their proven treatment methods to ! all Navy SARP counselors regardless of the counselors' educational credentials, which is critical given that the majority of the Navy's counselors are enlisted personnel with no prior educational degree or curriculum prerequisites outside of the Navy Drug and Alcohol Counselor School (NDACS). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 18 September 2008 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
