Description
This is notice of intent to negotiate on a sole source basis for the issuance of a modification against existing contract number DG133E-08-SE-2158 with George Mason University located 4400 University Drive, MS 4C6 located in Fairfax, VA 22030. The original purchase order was issued in the amount of $40,000.00 for Land Surface Temperature for GOES Satellites. Recently, the Department of Commerce/National Environmental Satellite Data Information Service made an unexpected major change in the support for the GOES-R land Product Development. Modification 01 to existing order will add funds in the amount of $60,000.00. The additional funds will cover support on GOES-R Land Product Development. 1.0 Introduction Satellite-derived flood maps in near-real time are valuable information to stake holders and policy makers for disaster monitoring and relief efforts. In the mission of GOES-R satellite development, flood/standing water is one of the requirements desired by the program office and the user community. The GOES-R Algorithm Working Group (AWG) land team takes the responsibility of developing algorithms for the land surface products including the flood/standing water. This task will be part of the land team activities conducting for final deliveries of the algorithm code, related scientific and programming documents. The development is based on the Advanced Baseline Imager instrument that will be on board the GOES-R satellite, and will need to meet the requirements defined particularly for the flood/standing water product by the GOES Program Office (GPO). This amendment to the original statement of work (SOW) is prepared to define the additional tasks to the SOW. 2.0 Statement of Work The Contractor shall prepare a proposal for developing algorithm of GOES-R flood/standing water and a draft algorithm theoretical base document (ATBD) will be provided, which gives descriptions of the proposed algorithm in certain scientific and mathematical details. The ATBD will meet the content and format requirements defined by GOES-R AWG. It will be a first draft of the ATBD for the flood/standing water product, and will be modified for revision in late phase of development. A set of science code developed following the ATBD will be delivered to GOES-R AWG, with associated parameters, test dataset, and test results. A document of describing the software will be included. The Contractor shall provide a draft flowchart, detail design document so that GOES-R AWG will be able to test and integrate the algorithm into the GOES-R ABI ground system. Algorithm design review (ADR) will be presented to the GOES-R AWG and possibly GPO. Algorithm critical design review will be required in late phase. 3.0 Suggested Staffing The task requires 0.6 FTE for 12 months. Deliverables Additional deliverables for the GOES-R flood/standing water algorithm development are: Draft algorithm theoretical base document (July, 2008) Preliminary design review (October, 2008) Draft software code (February, 2009) Algorithm Flowchart (March, 2009) This notice of intent is not a request for competitive proposal. Questions concerning this acquisition must be done in writing and may be faxed to the attention of the Contracting Officer. This is a simplified acquisition with an estimated value not to exceed $100,000.00.
