- ELGS/PNK formally announces the intent to award a sole source task order FA8734-08-D-0006 Government & Retirement Benefits, Inc. (GRB), under GSA contract GS34F-0047S Schedule 70 for approximately $4 million; basic performance period and three 1 year options. To meet mission requirements, the objective of this acquisition is for the lease of software for the Employee Benefits Information System (EBIS) licenses and maintenance support for the integrated Interactive Voice Response System (IVRS) - Employee Benefits Information System (EBIS) IVRS-EBIS Consortium. Support requires the continuation (renewal) of the current EBIS license and maintenance for 600,000 users and consists of the following: 1) License to use the EBIS product for each of the existing Consortium members; 2) Maintenance support to include: a) Software changes, additions, refinements, and enhancements developed by Government & Retirement Benefits, Inc. (GRB), excluding any products or sub-products sep! arately priced; b) Software functionality to interoperate with user's database (IVRS); c) Provide finds or solutions to known problems with the software; d) Notify users of all known programming problems; e) Provide users the ability to submit problem reports through an interactive website or by other means; and f) Provide maintenance of information and data displayed on the web pages. Justification for this follow-on contract is FAR 6-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. These services are deemed to be available only from the original source in the case of an anticipated follow-on contract for the continued provision of highly specialized services. The software is a leased product and the data rights are solely owned and cannot be purchased. The period of time required to perform a source selection as well as the ramp-up time required for a new contractor to customize software to meet the requirements woul! d cause an unacceptable schedule delay and a substantial duplication of cost to the government that is not expected to be recovered through competition. The basic period of performance is approximately 3 months and 3 one year options. This notice of intent is not a request for competitive proposals; however, all interested persons that identify to the contracting officer their intent and capabilities to satisfy the government's requirement with commercial services items and are received within 15 days after the date of publication of this synopsis will be considered by the government. A determination by the government not to compete this proposed contract actions based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service or the manufacturer meets qualifications requirements at time of award, in accordance with FAR clause 52.! 209-1 or 52.209-2. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offerors, and others for this acquisition. Before consulting the ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. In addition AFFARS 5352.201-9101, OMBUDSMAN, will be included in this acquisition's solicitation and contract.
