Description
The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center Center for Neutron Research, intends to negotiate and award a sole source purchase order with Drivesoft, LLC, Nashville, TN, for a purchase order forto procure a computer upgrade to data acquisition system for Disk Chopper Time of Flight Spectrometer (DCS) which is an instrument for dynamics studies of materials. This includes Part # SIS3150-USB-1TS and related software programming. The DCS is manufactured by Stuck Innovative Systems, and based on NIST’s recent market research, Drivesoft, LLC appears to be the only company authorized by Stuck Innovative Systems to provide the required upgrade for the NIST system. The authority for this action is FAR 13.106-1(b). NIST requires this upgrade to ensure that the instrument is running on commercially available electronics. The DCS is required for research for the spectroscopic studies of materials. NIST is unaware of any other sources besides Drivesoft, LLC, that can provide this upgrade service, however, sOther sources that are authorized by the original equipment manufacturer, Stuck Innovative Systems, to provide the required upgrade and can otherwise satisfy NIST’s requirements for the DCS upgrade may identify their interest and capability to respond to this requirement. In so doing, the source shall provide written evidence that they are authorized by the manufacturer, Struck Innovative Systems, to provide the DCS upgrade which is required by NIST. This notice is not a solicitation, and no solicitation is currently available. Inquires will only be accepted via email to sandra.shaffner@nist.gov. All information received by 4:00 p.m., EST, 9/17/08 will be considered by the Government. A determination by the Government whether to compete this proposed acquisition will be based on responses to this notice; such determination is solely within the discretion of the Government. No telephone requests will be honored.
