- The Portland VA Medical Center (PVAMC) intends to negotiate on a sole source basis (IAW FAR 6.302-1) with Olympus America Inc 3500 Corporate Parkway, Center Valley, PA 18034, as the only responsible source that can provide the Aloka ALPHA-10 EUS processor. This is a follow-on to a previously awarded contract for highly specialized equipment, and substantial duplication of cost to the Government is not expected to be recovered through competition.PVAMC has a requirement for an Endoscopic Ultrasound System to be used in conjunction with the existing Olympus system to diagnose and stage a wide variety of gastrointestinal cancers. The system will also be used to perform fine needle aspirations (FNA) of masses and lymph nodes for diagnosis and staging of cancer. It nust include a video electronic radial array ultrasound gastroscope, a diagnostic curvilinear array ultrasound gastroscope for FNA and a therapeutic curvilinear array ultrasound gastroscope that works in conjunction with its system in order to perform said procedures. The system must integrate into the PVAMC's existing Olympus Endoscopic system. The scopes must interface to an Olympus CLV-180 and/or CLV-160 light source which will then interface with a CV-180 and/or CV-160 video processor. The video processor provides a video scope image to PVAMC's existing Endoworkds Image Manager Version 6.5.01 or better. Other features required include compatibility with "-ALS" scopes currently in use. High imaging quality and enhanced vascular features including Directional E-flow, extended harmonic sound, and high-definition view, as well as potential 3-D capabilities. Items being purchased in this acquisition: SSD-ALPHA10: Premium EUS Processor compatible with "-ALS" Olympus Scopes1 each This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
