Description
This is a pre-solicitation notice for Solicitation W52P1J-08-R-0070. Estimated issue date is 30 September 2008 and estimated closing date is 28 November 2008. The solicitation will be open for full & open competition, and proposals will be requested for a 40mm L60 High Explosive Incendiary (HEI) Cartridge to meet U.S. Government form, fit, and function requirements for the PGU-9C/B 40mm HEI Cartridge. The 40mm L60 HEI program is an approved Foreign Comparative Test (FCT) program, and as such appropriate funds have been identified to support testing of foreign defense items/technologies produced by allied and other friendly countries. It is noted that there are currently no funds available for qualification testing of U.S. technologies. Procured 40mm HEI test cartridges will undergo US Government qualification testing for evaluation. Proposals will be evaluated using best value procedures, and will result in the award of up to four (4) five-year, Indefinite Delivery Indefinite Quantity (IDIQ) Contracts. A minimum test quantity will be awarded with the basic contract(s), and production requirements will be competed among contractors with a US Government qualified 40mm L60 cartridge. Performance requirements for the 40mm cartridge will be provided in the solicitation via a Statement of Work and Technical Description. The required components of a proposed 40mm L60 HEI cartridge include a brass cartridge case, brass primer (with flashtube assembly if applicable), un-traced projectile, and a non self-destruct fuze, which is compliant with MIL-STD-1316, functions in a point detonating manner, and has a minimum safe arming distance of 140 feet. The proposed 40mm cartridge shall be safe to fire from an AC-130 Gunship equipped with 40mm M2A1 Cannon without modification. The performance requirements include Function and Casualty, Drift Dispersion, Range Dispersion, Projectile Function, Velocity, Projectile Extraction, and Dimensions. Function and Casualty testing for First Article and Lot Acceptance testing shall be performed using the 40mm M2A1 Gun. If a 40mm M2A1 Gun is not available, and a proposed 40mm gun system can be shown to be equivalent to firing from the 40mm M2A1 gun system, then the Government may approve that gun system for testing. Production for 40mm cartridges is very complex and required sophisticated industrial capabilities. Skills required to produce these cartridges include: ammunition process/design engineers; set-up mechanics and operators familiar with the programming and operation of ammunition component sub-assembly production equipment and LAP production equipment identified above; toolmakers and machinists to support all production facilities/equipment; certified inspectors, quality control engineers, ultrasonic technicians, metallurgists, and ballistics test personnel for in-process testing and final inspection, pack-out, First Article Test (FAT) and Lot Acceptance Test (LAT) ballistics testing, and shipment of ammunition products. These critical skills require an extended period of time to acquire the job knowledge needed to manufacture and provide high quality ammunition in a timely manner. Delivery of the minimum test quantity will be required within 12 months after award. A producer must be able to complete a First Article Test within 180 days after award of any production requirement, with deliveries required to begin 240 days after award of a production requirement.
