Description
The US Army Space and Missile Defense Command intends to negotiate a sole source contract with Northrop Grumman Systems Corporation, PO Box 296, Azusa, CA 91702-0296, for the design, development, test, production, fielding, and sustainment of five modernized Joint Tactical Ground Station (JTAGS) Units. The units will be designed to add the capability to provide connectivity to and to process data from both existing Defense Support Program (DSP) satellites and the future Space Based Infrared Satellites (SBIRS) Geosynchronous Direct Down Link/Highly Elliptical Orbit (GEO DDL/HEO) satellites to provide theater missile warning and cueing to meet theater requirements. The JTAGS hardware will be integrated into theater operation centers and will be capable of being relocated. The requirements of modernized JTAGS will be defined in a performance based System Requirements Specification. The anticipated contract will: a. procure and field five dismounted JTAGS Units with initial GEO capability (IGC) by FY 2010-11. b. upgrade these units to fully process HEO and GEO scanner and starer data in 2014-2015. c. provide full sustainment of the JTAGS P3I units from FY10-FY15. Anticipated award is third quarter, FY 09. Authority for sole source is 10 U.S.C. 2304(a)(1), Only One Responsible Source. The Government believes the contractor, Northrop Grumman, is the only responsible source. As the original developer and manufacturer of the JTAGS system, only Northrop Grumman has the knowledge, databases, software/hardware experience, and capabilities to perform the JTAGS program. This synopsis is provided for informational purposes and is not to be considered a request for proposal. However, parties who believe they have the experience and capabilities necessary to perform this effort should provide a description of their experience and demonstrable capabilities for evaluation by the Contracting Officer. Statements of experience and demonstrable capabilities must be furnished by email to the Contracting Officer at the following address: michael.safford@smdc.army.mil and must be received not later than fifteen (15) days after publication of this notice.
