- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.The proposed contract action is for an Alpha Omega Microguide system for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 'Only one responsible source and no other supplies or services will satisfy agency requirements'. The use of a brand name specification is essential to the Government's requirements and precludes consideration of a product manufactured by another company. The Alpha Omega MicroGuide system is an electrophysiology system used by neurosurgeons to perform brain mapping during surgeries to implant deep brain stimulation (DBS) electrodes into patients with movement disorders like Parkinson's disease. The San Francisco VAMC is the largest volume center in the country performing these surgeries. While there are other companies that manufacture DBS electrophysiology systems, the Microguide has unique features and capabilities critical to the VAs requirement. The VA requires an electrophysiology system that can provide the ability to perform microstimulation and have multiple channels for recording from the brain as well as EMG sensors, accelerometers, and other peripheral devices that are used during surgery. In addition, the system must perform reliable real-time signal analysis in the operating room and have the ability to move an electrode to the desired position in the brain using an infinitely adjustable positioning stage. Only the Alpha Omega Microguide will meet all the requirements stated. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to September 18, 2008 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation VA-261-08-RQ-0365 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26.
