- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to issue a purchase order on a noncompetitive basis to Applied Spectral Imaging, Inc. 1497 Poinsettia Ave Suite 158, Vista, CA 92081-8842 to provide the METScan & SPOTScan Software Licenses for the scanview platform workstation. The software license will include SPOTCView for the workstation. The Platform is used for various fully automatic scanning applications including Metaphase finder, Relocation stations, RareEvent Detection, Spot counting offering exceptional high quality imagin and rapid grayscale image capturing. This particular ScanView has a high performance CCD technology designed for brightfield or fluorescent imaging. It improves productivity and reproducibility while allowing trained staff to deal with other tasks. While slides are being scanned, other karyotypes and analysis can be performed. This is a motorized scanning stage fitted for the Zeiss M1 Imager microscope and will allow the ability to perform studies with high resolution and faster results. The use of metaphase or interphase scanning with automated z-focus in 9 slides. Researchers will be able to perform FISH experiments on 9 slides with high resolution and minimal effort and fastest time. The sole source determination is based upon the fact that this software package will compliment other software programs that the core facility already utilizes with the addition of specialized functionalities that the other programs do not offer. This software package will give researchers the ability to post-process and improve productivity and reproducibility while allowing trained staff to deal with other tasks. Ideal applications for scanning include Metaphase finding in low mitotic index samples, aberation scoring and Spot Counting. While slides are being scanned, other karyotypes and analysis can be actioned. METScan & SPOTScan is the only software that can work with the SCANVIEW Platform Workstaion that will be added to the ZEISS M1 Imager microscope. This motorized scannig stage is manufactured by ASI and no other company offers this software. The North American Industry Classification (NAICS) Code is 334510 and the Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notice. All responses should include a firm fixed price; documentation of the capabilities of meeting the government requirements; at least three references documenting successful past performance in meeting Government minimum specifications; a proposed delivery schedule; prompt payment discount terms; the DUN & Bradstreet number (DUNS); the Taxpayer Identification Number (TIN); and the offeror’s business size. The submission will be evaluated on the content of the above documents. The offeror must also register in the Government’s Contractor Registry System, Note: www.ccr.gov. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
