- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 (Streamlined Procedures for Evaluation and Solicitation for Commercial Items). The International Programs Division, U. S. Department of State, Washington DC intends to award a sole source contract to ORC-Macro / Macro International. In order to prevent substantial delay in the fulfillment of the follow-on requirement, and duplication of effort that is not considered recoverable a sole-source action is determined justified. A determination has been made that a new contractor cannot perform the tasks within the allotted timeframe. Performance Measurement Data Collection Assessment Project (PMDCA); There are six (6) baseline public diplomacy outcome performance measures that have been approved for use by the Office of Management and Budget (OMB) and General Accounting Office (GAO). These baseline metrics are comprised of myriad data and metadata extrapolated from all organizations (foreign posts and domestic) of the U.S. Dept of State. The collection processes and tools that were developed by ORC/Macro / Macro International are in full use. It is anticipated that there will be further development of the tools and processes as OMB and GAO dictate. The metrics are obtained through advanced statistical testing and analysis, psychometric analysis, survey design, cognitive testing, focus group design and facilitation, social science applied research methods, and survey data analysis. These data will be extrapolated and used to determining the outcome performance measures for public diplomacy. This notice does not obligate the Government to award a contract, it does not restrict the Governments ultimate approach, nor does it obligate the Government to pay for any proposal preparation cost, the contractor for any costs associated with preparing or substituting a response to this notice.
