- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request number is F3M5TR8028A001 and the solicitation is issued as a request for quotation (RFQ) (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 05-12. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 541430, and the small business size standard is $6.5 million. (v) This requirement consists of one line item: 0001) Engrave 40' x 40' pattern onto a concrete pad, building 501, IAW Statement of Work. (vii) All work shall be completed 60 days after receipt of the award. The contractor certifies that it can meet the delivery date by submitting a quotation. FOB shall be destination. Pope AFB, North Carolina. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The quotes will be evaluated on price and technical capability. (x) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application - ORCA - at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition Paragraph. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following FAR clauses identified at FAR 52.212-5 are considered checked and are applicable to this acquisition: (b5), (b14), (b15), (b16), (b17), (b18), (b19), (b21), (c1) and (c2). (xiii) The following clause are incorporated by reference: FAR 52.223-5, FAR 52.232-33, FAR 52.237-2, DFARS 252.204-7003, DFARS 252.223-7006, DFARS 252.204-7004 (Alt A), DFARS 252.225-7000, DFARS 225.225-7002 and DFARS 252.243-7001. The following clauses will be incorporated in full text: FAR 52.252-2 to integrate http://farsite.hil.af.mil, DFARS 252.212-7001 and sub-paragraphs (b4), (b12ii) and (b20iv), DFARS 252.232-7003 and DFARS 252.246-7000. (xiv) Wage Determination No. 2005-2393 (Rev 7) dated 5/29/2008 applies to this solicitation. (xv) Award can only be made to contractors registered in the Central Contractor Registration. THE GOVERNMENT WILL AWARD A CONTRACT RESULTING FROM THIS REQUEST FOR QUOTE (RFQ) TO THE RESPONSIBLE CONTRACTOR WHOSE OFFER CONFORMS TO THIS RFQ AND WILL BE MOST ADVANTAGEOUS TO THE GOVERNMENT. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS CONTRACT. THE GOVERNMENT'S OBLIGATION UNDER THIS CONTRACT IS CONTINGENT UPON THE AVAILABLITY OF APPROPRIATED FUNDS FROM WHICH PAYMENT FOR CONTRACT PURPOSES CAN BE MADE. NO LEGAL LIABILITY ON THE PART OF THE GOVERNMENT FOR ANY PAYMENT MAY ARISE UNTIL FUNDS ARE MADE AVAILABLE TO THE CONTRACTING OFFICER FOR THIS CONTRACT AND UNTIL THE CONTRACTOR RECEIVES NOTICE OF SUCH AVAILABILITY, TO BE CONFIRMED IN WRITING BY THE CONTRACTING OFFICER. STATEMENT OF WORK SURFACING AND ENGRAVING OF PHYSICAL TRAINING PAD •A. The work consists of furnishing all professional services, tools, labor, equipment, materials and travel required to etch and surface/seal the 50'x50' concrete pad located behind building 501 as set forth by this SOW. All work shall be completed within 60 days after "Notice of Award". Changes and/or modifications must have prior approval from the Contracting Officer. The contractor is responsible for any damages caused to government facilities. The contractor shall fill out and return Pope AFB form IMT 3140 (consent for background check) for all employees assigned to the project immediately after receiving "Notice of Award". •B. The following outline of the principle features of work does not in any way limit the responsibility of the contractor to perform all work and furnish all materials to do a complete job within the intent and scope of the specifications, drawings, and contract. •a. Mask and protect surrounding areas as needed. •b. Acid wash, pressure wash and neutralize concrete pad. •c. Using template (design attached) lay out a 40'x40' pattern centered on pad. •d. Using concrete engraving tools, etch the design into concrete. •e. Apply stain as per design colors (attached). •f. Apply base coat of polyurea sealant. •g. Apply second coat of polyurea sealant and broadcast anti-slip glass beads. •C. All materials used in the performance of the work must meet or exceed industry standards. The materials must meet all Federal and State government standards and laws. •D. Contractor will provide user with color pallet to match colors with template prior to applying stain.
