PURPOSE: The contractor shall be responsible for installing, maintaining and repairing an emergency alert system (hereafter referred to as “Big Voice Mass Notification System and WAVES”) within Iraqi Theater of Operations (ITO). The contractor shall provide all Big Voice Alert System equipment, management, supervision, transportation, tools, parts, freight, rentals and labor necessary to provide design, installation, and non-personal maintenance and repair services to the Big Voice Alert System. The contractor shall perform maintenance, both emergent and preventative, for 1 year. Maintenance includes two preventative maintenance inspections per year (semi annually) on the entire system. The semi-annual preventative maintenance also includes a complete functional test of the system. The contractor shall be responsible for fixing and reprogramming the Main Control Center, repairing of the RTU, changing and reallocation of speakers 200w with cabling at all sites, training of local staff on operation and testing in accordance with statement of work proposal. 2. SERVICE SUMMARY: The contractor is responsible for the repair and replacement of necessary equipment to include: replacing batteries and repairing of faulty amplifiers. Contractor shall replace the following equipment throughout Iraq. 2.1 SS2000D-Two-way DTMF controller with 18 programmable function keys (desktop type). 2.2 SFCD 10-Federal Commander Digital System, Windows application software. 2.3 BSH-Base Station Radio package consisting of: Motorola CDM-750 (VHF0 25-40 watts radio transmitter power supply and 70 ft cable). 2.4 OMNIx-Omni directional antenna. 2.5 MNC-MC- Noise cancelling microphone. 2.6 DELL- Controller Laptop. 2.7 Cable-RG-214 Coaxial Cable (extra). 2.8 Lot- Installation, testing and airfreight 3. Contractor shall provide operation and monthly maintenance to the system throughout Iraq to include: (See attachment 1 for locations) 3.1 Trouble shooting and repairing all systems failure. 3.2 Repair of hardware (cables, speakers, radios etc.) repair software and provide needed software updates. 3.3 Quarterly training of BDOC and ADOC staff on systems operation and testing. 3.4 Contractors will keep know prescribe list (PLL) required to fix and maintain the system. 3.5 The system shall be powered by solar energy and batteries. It shall be able to maintain a charge without sunlight for at least 3 days. 3.6 Maintenance service shall consist of completely restoring the system to normal operations. 4. Contractor shall begin maintenance and repair process as soon as the contract is awarded. 5. CONTRACTOR FORCE PROTECTION: The Government will provide force protection and security of contractor personnel, and of vendors and subcontractors of the contractor operating in theater, commensurate with the threat and in accordance with applicable anti-terrorism/Force Protection (AT/FP) guidelines. Such force protection may be government contracted armed private security. The following exception applies: **Theater Transportation Mission (TTM) and auxiliary fleet convoys will be provided the same force protection provided to US Army convoys. Force protection units will communicate (both verbally and written) in English and move in accordance with the Corps movement program. 6. WORK AREAS: The contractor shall clean all contractor controlled work areas upon completion of services. 7. OPERATIONAL CONTROL: Operational Control (OPCON) in the context of this SOW is defined as the contractor being fully responsible for performing the function, service or capability specified by the Government. The contractor shall report performance outcomes, as require in the individual paragraphs. The contractor shall maintain supervisory control, both technical and administrative over all contractor employees. 8. LIFE SUPPORT: The contractor will be responsible for life support (lodging, meals, laundry, etc.) for all contractor personnel. 9. LOCAL HIRE RECRUITING: Contractor shall establish a local hire recruiting program. Contractor will conduct interviews and review employment application information for candidates. A background check must be conducted for all Local National (LN) personnel hired by the contractor. Contractor shall provide an employment roster to the government within 30 days after contract award. Contractor shall provide monthly employment updates identifying new hires, as well as personnel who are no longer employed. 10. PERSONNEL: The contractor shall ensure that all services under this contract are performed by competent certified personnel who have completed applicable technician requirements. Certifications of all personnel involved must be made available upon request by the government. 10.1 The contractor will provide a total of 6 personnel that can operate independently to repair and maintain the Big Voice and Waves systems in Iraqi Theater of Operations. 10.2 Contractor personnel must be available for movement 24-hours per day, 7 days per week (24/7), to support maintenance requirements. 10.3 Contractors shall respond to calls for support within 3 hours contingent upon the availability of government transportation or security escort. 11. The Government will provide transportation to the locations where Big Voice and WAVES systems are in placed. (See attachment 1) 12. INSPECTION, TESTING, AND MAINTENACE TASKS: Only personnel trained and qualified in the maintenance and repair of mass notification systems will perform inspection, testing, and maintenance tasks. Most types of mass notification systems use technology commonly found in fire alarm systems or outdoor voice and siren warning systems and similar maintenance skills are needed. 13. DELIVERABLES: The contractor shall prepare and submit maintenance status to the installation commander upon completion of repairs and services.
