Description
Requirement: The U.S. Department of Energy (DOE) Richland Operations Office (RL) is conducting a market survey to identify businesses capable of providing workers' compensation claims services at the Hanford Site, in Washington State. This is not a request for formal quotation or proposal. It is provided as information to the marketplace and is an invitation for expression of interest and demonstration of capability in performing the work described below. No reimbursement will be made for any costs associated with providing information in response to this announcement or for any follow-up information requests. Background: Approximately 11,000 personnel currently work on or near the Department of Energys Hanford Site near Richland, WA. These individuals are involved in either site clean up (e.g., facility decontamination, decommissioning and destruction, stabilization and storage of nuclear materials in a variety of forms, processing and storage of radioactive, chemical and/or mixed wastes, soil and groundwater remediation involving a variety of radiological and chemical waste streams) or scientific research and development. The Hanford Site personnel are employed by a diverse group of site prime contractors (e.g., Fluor Hanford, Washington Closure Hanford, CH2M Hill, etc) and numerous site subcontractors, as well as the Department of Energy. Under the terms of a Memorandum of Understanding between the Department of Energy, Richland Operations Office (RL) and the State of Washington, Department of Labor and Industries (L&I), RL is a self-insured employer for many of the Hanford Site contractors. The Department of Energy is responsible for administering the workers compensation program for those Hanford Site employees which are covered under this agreement and for making payments to injured workers under Washington State law. The purpose of the workers' compensation program at the Hanford Site is to provide for appropriate medical care, pay required benefits in a timely manner, minimize disability, and return injured and/or ill employees to their original position, to other suitable employment at Hanford or to other employment opportunities. As of May, 2008 the current administrator had approximately 568 open claims. The program is administered on behalf of RL by a third party administrator through a contract providing all personnel, equipment, materials, supervision, transportation, training and other items necessary to perform these services. It is RLs commitment to provide exceptional customer service to all Hanford Site employees and therefore the quality of the contractors past performance must reflect this. The contractor is responsible for all aspects of the workers compensation program, including efficiently and effectively processing workers compensation claims for covered site contractors as directed by the contracting officer. This work scope is subject to the Revised Code of Washington (RCW) Title 51, the Washington Industrial Insurance Act, and other applicable regulations and guidance. The contractor may either establish a local office or work off-site, but at a minimum will be required to have an office within the Pacific Time Zone and with personnel dedicated solely to the management and administration of the Hanford Site Workers Compensation Program. Additionally, the contractor must have a representative in the Richland, WA (or Tri Cities WA), area three consecutive eight hour days each month to hold meetings to address concerns and review claims with contractors, claimants, and DOE, as needed. Contract Type: The government intends to award a firm-fixed-price contract for a period of two years with three one year options. DOE RL anticipates a Request for Proposal (RFP) release date of April 2009. A small business set-aside is one option being considered. The contract Award date is expected by October 1, 2009. Responses: Interested businesses are requested to submit a brief Statement of Qualifications including the following information: Name and address of firm DUNS number Point of Contact (name, telephone number and e-mail address) Relevant experience of the firm and individuals within the last five years providing third party administrative services for Washington State Workers Compensation. Any past performance on contracts of comparable size and scope. Capabilities of the firm to perform the service with emphasis on customer service. Small business size status to include whether the small business is an 8(a), women-owned, small disadvantaged, Historically Underutilized Business Zone (HUBZone) certified, veteran-owned, and/or service-disabled veteran-owned small business concerns. The name/type of software currently utilized to process claims The experience/familiarity with DAVID Corporations Renaissance Software (which is the current software being utilized) and a statement whether or not your firm would anticipate utilizing this software or transitioning the claims to other software. The Statement of Qualifications is not intended to be a proposal, but rather the information will be used by DOE in determining the availability of qualified offerors.
