FCCs are responsible for placing evacuated patients in hospitals in the metropolitan areas proximate to the FCCs. In a few instances, evacuees may have been transported directly to nursing homes, special needs shelters and/or other healthcare facilities or have since transferred to similar facilities from a hospital. The Department of Health and Human Services (HHS), in its role as Primary Agency for Emergency Support Function (ESF) #8 of the National Response Framework must execute the return of all evacuees that require en-route medical care and therefore cannot travel via commercial air or without medical assistance.
