- On behalf of the Natick Soldier RDECOM (NSRDEC), the US Army RDECOM AC, Natick Contracting Division, plans to negotiate and award a contract under a sole source basis to Technology Solutions Experts, Inc. 209 W. Central ST, Ste 107, Natick, MA 01760-3716, for the maintenance and training for the Infantory Warrior Simulation (IWARS). TSE is the only company able to perform this effort as TSE is under a current Research and Development contract with NSRDEC for the development of the IWARS, and has gained a capability set pertaining to IWARS and DART that is currently not available anywhere else. The in-depth IWARS and DART related knowledge and skills that TSE personnel acquired provide a unique capability to accomplish this limited scope effort faster, better and at less cost than alternative contractors. These are the: 1) knowledge of the most recent versions of Infantry Warrior Simulation (IWARS) and its source code, 2) knowledge of the IWARS build package and the elements that would need to be updated to maintain compatibility with new operating systems, 3) detailed knowledge of the Data Access and Retrieval Tool and changes that would be required to ensure compliance with DoD Information Assurance Certification and Accreditation Process (DIACAP) requirements during the porting to a new server, 4) their demonstrated skill in developing training packages and their ability to use the training materials to provide high quality training to new and existing users, and 5) knowledge of the IWARS capabilities and of user needs to the degree required to ensure that tools built to support use of IWARS and feedback from our customers are well conceived and executed.
