Description
The Government intends to issue a solicitation on about 30 Sep 2008 for the overhaul of the C-130 Oil Cooler Valve. "This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such. " The contractor shall provide all labor, facilities, equipment and material to accomplish the disassembly, cleaning, parts inspection, reassembly, and testing of the C-130 Oil Cooler Valve (NSN 4810-01-237-5974,P/N PYLB51239-2) required to bring the item to "like new" condition. A five year requirements contract consisting of a base year and four one year option is contemplated. The anticipated Best Estimated Quantity (BEQ) per year is 120 ea with an initial delivery schedule of 15 each 30 days After Receipt of Order (ARO), and subsequent deliveries of 10 each every 30 days ARO. Prequalification of sources is essential to maintain high quality and maximum operational safety. The requirements of FAR 9.202(a) apply. Sources must be qualified prior to being considered for award. Qualification requirements are set forth in the OC-ALC Source Approval Information Booklet. Interested vendors that have not been previous approved for this acquisition must submit a Source Approval Request to Joe Roop. As prescribed in FAR 9.202(e) The contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification. Current list of qualified sources: Company Cage Code Texas Aerospace Services LTD 29242 Derco Aerospace Inc 8X044 MAC Aviation Services LCC 08AW3 GE Aviation 05624 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, (405) 736-3273. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
