- This is a pre-solicitation notice published in accordance with FAR 5.203 announcing that a solicitation will be published in the Federal Business Opportunity (FedBizOpps) not earlier than 15 days from the date of this announcement to provide Records Support Services at the National Benefits Center (NBC), operated by US Citizenship & Immigration Services (USCIS). The NBC is located in Lee’s Summit, MO. The work includes but is not limited to records distribution management, file operations and business process improvements administration in support of the USCIS NBC. USCIS anticipates annual receipt and processing of approximately 2.2M applications and petitions at the NBC. The objective of the contract is to provide comprehensive records management services in a manner that ensures efficient and effective adjudication and excellent customer service. This acquisition action will be a full and open competition; however, the RFP will require substantial small business participation. Participation in the DHS Mentor/Protégé program is strongly encouraged and will be evaluated. Mentor/Protégé agreements must be approved by DHS prior to proposal submission. The acquisition is expected to result in one Cost-Plus-Award-Fee (CPAF) contract. The contract will be awarded for a one-year base performance period and four one-year option periods. This notice is not a request for proposals and in no way obligates the Government to award any contract. All questions concerning this competition must be directed in writing via email to the designated point of contact or facsimile to (802) 951-6455. No questions or inquiries will be accepted by telephone. The distribution of the resulting solicitation will be accomplished solely through the FedBizOpps website http://www.fbo.gov/. Hard copies of the solicitation documents will not be available, therefore, no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps site.
