- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 08EASPR080371 and it is issued as request for quotation (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This is a small business set aside and the associated NAICS code is 334220 and small business size standard is 750 employees. CLIN 01-Quantity one (1) Each, CISCO 2821 W/AC PWR 2GE 4HWIC 3PVDM, CIS-CISCO2821; CLIN 02-Quantity one (1) Each, CISCO CATALYST 3560G 48PT GIG, CIS-WS-C3560G-48TS-S; CLIN 03-Quantity one (1) Each, CISCO GIGE HIGH SPEED WIC W/1 SLOT, CIS-HWIC-1GE-SFP; CLIN 04-Quantity one (1) Each, CISCO 9PT 10/100 ENET SWITCH, CIS-HWIC-D-9ESW; CLIN 05-Quantity fifteen (15) Each, CISCO GE SFP LC CONNECTOR SX, CIS-GLC-SX-MM; CLIN 06-Quantity twelve (12) Each, Hewlett Packard 1GB PC3200 REG DDR2 HP XW 8200, #345113-951. This acquisition is for additional equipment necessary to continue the renovation of the HHS Headquarters TV Studio. The studio is a network quality television broadcast facility capable of sustaining emergency television broadcasts to provide vital health and life safety information to the medical professionals, first responders, and the general public. The additional equipment will be integrated with existing equipment in the studio. The listed equipment is compatible with the existing equipment. Offeror’s may propose alternate brand equipment. The alternate brand equipment must meet or exceed the specifications of the listed brand(s) in this combined synopsis solicitation. Information substantiating the alternative brand’s specifications must be submitted with the Offeror’s quote. The Government will determine the equivalence and compatibility of the alternate brand based on the information received and market research performed by the Government. Offers with equipment found not equal in specifications will be considered non responsive and will not be eligible for award. All items are to be delivered FOB Destination within 30 days from award to 200 Independence Ave., SW, Washington DC 20201. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2 is not applicable. The Government will award a contract resulting from this synopisis/solicitation to the responsible lowest priced offeror. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Please note: An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (June 2008), applies to this acquisition. This combined synopsis solicitation is NOT an “all or none” requirement. The Government may issue multiple awards if it is in the Government’s best interest.
