This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SUBJECT TO AVAILIBILTY OF FUNDS; This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the FAR (Federal Acquisition Regulation) as supplemented with additional information included in this notice. The U.S. Army Dugway Proving Ground, Directorate of Contracting is contemplating the procurement: (a) CLIN 0001 One (1) EA MCYM Youth Director, CLIN 0002 one (1) Manpower Report Requirement. 1. Description of Services. This statement of work defines the contractor requirements, government responsibilities, reporting, and control requirements for the U.S. Army Dugway Proving Ground (DPG) Installation Chapel Youth Ministry Director. The purpose of the youth ministry contract is to provide spiritually based peer group experience to exercise ones faith in the community and with a peer group by appropriate opportunities for middle school and high school students within the installation. a. The Youth Ministry Director/Coordinator will coordinate and provide Christian ministry for high school and middle school age youth, in the DPG Installation Chapel community, as part of the Command Master Religious Program (CMRP). Contractor services include providing a community wide youth religious program and supporting specific youth ministry needs that the DPG Installation ministry team and volunteers cannot provide. The programs will be sponsored by the chapel community but will attempt to involve all students throughout the installation. The Ministry Director will articulate and develop promotional campaigns and activities and maintain records of supplies, materials and attendance (to include youth and volunteers). b. The contractor will provide adequate oversight to ensure compliance with contract requirements. This is an ecumenical youth ministry program and the primary goal is to foster and strengthen faith commitments through fellowship activities, youth meetings and events, retreats, camps, and mentoring programs involving youth with the installation. The Installation Chaplain is responsible for oversight of the Youth Ministry Program. The contractor shall make certain that nothing is said or done that is derogatory to another faith or religion. The DPG Installation Chaplain reserves the right to approve/disapprove the schedule and activities for youth ministries on the DPG Installation. c. The Youth Ministry Director shall identify all programs and services as being Installation Chapel Programs and Services. The Ministry Director/Coordinator shall accept youth participants and attendees from throughout the installation regardless of denominational faith, or involvement of the youth in the overall program. 2. Specific Tasks. 1000Series - Senior High Program 1001Conduct meetings for Senior High Youth (grades 9-12). These meetings will integrate mental, physical, social, and spiritual development. Meetings will normally be at least one hour in duration and accommodate groups of 5 or more. 1002Conduct a minimum of one monthly special event or activity to promote group growth, nurture or discipleship for Senior High youth. Goals are to include team building, community responsibility and faith sharing. Special events may consist of any task which supports the above goal to include; community service projects, fund-raising, lock-ins, day trips, etc. 1003Conduct an annual weekend retreat giving youth the opportunity to gather for fun, fellowship and faith sharing. A retreat proposal to include objectives, location(s), dates, times, budget, sponsor requirements, method of evaluation effectiveness, will be provided to the supervisory Chaplain no less than 90 days prior to the event. 1004Provide either free release time or small group meetings focusing on studying scripture, discussing topical or relational issues for those serious about continuing to learn and expanding knowledge of the Bible or growing spiritually. Meetings will normally be at least one hour in duration and accommodate groups of 3 or more. 1005Visit students and faculty in High School(s) weekly. The goal of these visits is to build positive relationships through visibility in the school. 1006Develop and facilitate a minimum of 5 Day Summer Ministry experience for the students. 2000 Series Middle School Program 2001Conduct meetings for Middle School Youth (grades 6-8). These meetings will integrate mental, physical social and spiritual development. Meetings will normally be at least one hour in duration and accommodate groups of 5 or more. 2002Conduct a minimum of one special event or activity to promote group growth, nurture or discipleship for Middle School youth. Goals are to include team building, community responsibility and faith sharing. Special events may consist of any task which supports the above goal to include; community service projects, fund-raising, lock-ins, day trips etc. 2003Conduct a weekend retreat giving youth the opportunity to gather for fun, fellowship and faith sharing. Meetings will normally be at least one hour in duration and accommodate groups of 3 or more. 2005Develop and facilitate a minimum of a 5 Day Summer Ministry experience for the students. 3000Series - Other Ministry Activities 3001Involve High School and Middle School students in the Vacation Bible School Program as mutually agreed with the Installation Chaplain. 3002Within 90 days of start of ministry provide an assessment and ministry plan for the balance of the fiscal year to include a recommended budget. 3003During the spring, a ministry proposal will be presented for the following fiscal year to include budget input for the CMRP. 4000 Series - Control and Reporting 4001Meet with the designated NCOIC to ensure understanding and control of Chapel facilities, SOPs and procedures. 4002Provide a monthly report to the Installation chaplain detailing attendance, contact work, Volunteer involvement and activities, and recommendations for improvements/changes. 5000 Series Administration 5001Provide advertising and promotional bulletin announcements, articles, flyers and materials to the Installation Chaplains office for approval and distribution in Chapel congregations, for inclusion in Chapel bulletins, published in the post newspaper and posted on bulletin boards. 5002Attend staff coordination meetings and/or meet with the Installation Chaplain, or his representative to discuss program direction and progress. 5003Conduct parent meetings in order to advise parents about the Youth Ministry Programs, its goals and needs. Encourage parents to be active participants in the Youth Ministry Program. Educate parents in the phases that their youth may be going through and things to watch for in their spiritual development. 5004Interface with Chapel and Parish councils and/or leadership on a rotating basis in order to report trends, attendance, needs for the program, and to coordinate congregation support for youth ministries. 5005Provide written after-action reports (AAR) on all special events and retreats to include suggested changes of direction, trends, and problem areas within one week of completion of the event to the Installation Chaplain. 5006Provide the Installation Chaplain with refined and updated financial projections on a quarterly basis. 5007Provide ordering information in the proscribed format for supplies and resources to support youth activities. 6000 Series Volunteers and Support Committee 6001Recruit volunteers to assist in the conduct of the program. A volunteer roster to include name, address, phone number, military affiliation and role must be maintained and updated at the Installation Chaplains office. It is the contractors responsibility to ensure that the moral character of volunteers recruited to assist in youth activities will be commensurate with their responsibilities to provide values-based leadership consistent with religious teaching within the Chapel programs. Selection of volunteers will be in accordance with applicable Installation regulations. 6002Conduct training sessions to teach and train volunteers in all aspects of youth ministry. Help volunteers become comfortable in youth ministry, teaching them the skills and confidence to be effective volunteers. 6003Mentor volunteers on the varied aspects of youth ministry throughout the year. A volunteer utilization file to include roles, training and hours volunteered will be maintained. 3. Requirements. a. The contractor shall provide an on-site Ministry Director/Ministry Director/Coordinator to meet the requirements of the contract. The contractor shall provide all the training necessary for the Ministry Director/Coordinator to work in military communities in the dedicated area of youth ministry. b. In the event of a temporary absence of the Ministry Director/Ministry Director/Coordinator the contractor may provide a qualified substitute for a limited period of time as approved by the Installation Chaplain. The Ministry Director/Coordinator shall provide adequate coordination and at least 15 days notice to the Installation Chaplain as to the individual assuming Ministry Director/Coordinator duties. The substitute will have no claims against the government and may not submit invoices for payment. Terms for the payment of the substitute are a matter between the contractor and the substitute. c. The Ministry Director/Coordinator will maintain records of all youth activities to include number of persons attending the events and volunteers utilized. JAG approved permission slips and power of attorney will be required for all events conducted off the installation. d. Program shall be Christian, nondenominational and ecumenical in nature. No faith, ethnicity, gender, race, or denomination shall be denigrated in any way. The Ministry Director/Coordinator is prohibited from proselytizing a particular creed or belief as preferable or superior to another. The Ministry Director/Coordinator shall not conduct formal counseling, administer sacraments (anointing, baptisms, Mass, etc.) or perform other Chaplain responsibilities. e. The Ministry Director/Coordinator will have specific training in youth work with a minimum of two years experience in youth ministry. A baccalaureate degree is required. Seminary education is desirable. The contractor shall maintain records of the Ministry Director/Coordinators qualifications and provide periodic update training in appropriate subjects related to the contracted services. f. The Ministry Director/Coordinator is expected to receive professional development training on at least an annual basis. This shall be done at opportune times so as to minimize any potential conflict with existing youth ministry requirements. g. The Installation Chaplain may require the contractor to remove personnel working under the contract for reasons of misconduct, security violations, or suspicion of being under the influence of drugs, alcohol or any incapacitating agent. Contractor employees will be subject to dismissal from the premises upon determination by the Contracting Officer that such action is necessary in the interest of the government. The Installation Commander has the authority under 10 U.S.C. 1382 to bar individuals from the Installation. Removal from the site or dismissal from the premises of Ministry Director/Coordinator personnel will not relieve the Contractor of the requirement to perform services as required by this work statement. h. The Ministry Director/Coordinator shall exercise discretion regarding persons counseled or interviewed, and regarding any other information relating to individuals participating in the Youth Ministry Program. The Ministry Director/Coordinator shall not relate or communicate sensitive information regarding such individuals, nor shall the Ministry Director/Coordinator provide originals or copies of personal notes, checklists, or counseling records regarding such individuals to any other persons without express approval from the Installation Chaplain, or other competent authority. This duty of discretion shall in no way be construed as providing the Ministry Director/Coordinator the power of priest-penitent privilege as provided in law. i. In accordance with Dept. of Defense Instruction (DODI) 1402.5, each individual working with children under the age of 18 in conjunction with this contract must successfully complete a federally mandated criminal history background check (conducted through the Installation Chapel). Failure to satisfactorily complete the criminal history background check shall result in termination of the contract. Background checks will be done by the Army for DOD personnel that volunteer and there will be no cost to the contractor. j. The government will not be responsible in any way for damage to the contractors supplies, materials, equipment, or to personal property as a result of fire, theft, accident, natural disaster, or other events. k. Services rendered will be provided in an approved military Chapel or other government facilities or in approved homes on the Installation. l. The Ministry Director/Coordinator will implement procedures that insure the security of government property and facilities. The contractor will be aware of local safety requirements, conduct risk assessments for all activities, and make all reasonable efforts to ensure the safety of individuals participating in the programs. m. The Ministry Director/Coordinator is considered an independent contractor, and not an agent of the government. During the performance of these provisions, the contractor will be liable and will hold harmless the government against all actions or claims for damages to persons and property due to the fault, negligence, wrongful act, or wrongful omission of the contractor or his agents. The government is not responsible for damage to personal supplies or equipment of the contractor. n. Generally programs will be scheduled during times that are accessible to the youth and will encourage maximum participation. These will normally be weekends, evenings and holidays. o. The Ministry Director/Coordinator will maintain active contact and presence in the major family chapel worship services. p. The Ministry Director/Coordinator will present a neat, well-groomed appearance during the performance of the contract appropriate to the conditions under which the services are provided. The Ministry Director/Coordinator will be expected to maintain high moral and ethical standards consistent with the religious nature of the Chapel Youth Ministry Program. q. The Installation Chaplain will appoint a program supervisor who will monitor the execution of this contract and insure the services are performed in accordance with the provisions of this contract. This Chaplain will receive and verity invoices submitted. r. The Ministry Director/Coordinator shall perform all services within the guidelines of Army (or Navy, Air Force, etc.) Regulations and Directives, and the Installation Chaplains Policy Statements. 4. Government Furnished Property and Utilities. The Government will provide facilities, administrative support, and other materials necessary to implement the program, including but not limited to: a. Facilities, office space and furniture for appropriate administrative, planning, and group activities. Use of office equipment to include overhead projector, television, VCR, use of copy machine, computer with network support and email account. b. Storage facilities for storage of Government-provided, Ministry Director/Coordinator-managed teaching materials and supplies. c. Supplies to include paper products for publicity, flip charts, markers, refreshments for events, and fuel for transportation. d.Fellowship refreshments according to the Installation CMRP and CTOF. e. On post and local telephone support for coordinating contract requirements. e. Limited use of Transportation Motor Pool (TMP) vehicles for the transportation of youth for specified events. Requests will be made through the Installation Chaplain's Office. All requests are subject to approval of the Installation Chaplain and dependent upon availability of vehicles and authorized drivers. f. Limited Non-Appropriated Funds through the Chapel Tithes and Offerings Fund (CTOF) in support of youth participating in specific activities. The Installation Chaplain in accordance with the CTOF Standing Operating Procedures (SOP) will make such funds available. g. Contractor-Furnished Items. The contractor may furnish materials other than that specified as furnished by the Government in paragraph 4. This announcement constitutes the only solicitation requested and a written solicitation will not be issued. Supporting evidence must be furnished to demonstrate the ability to comply with the governments requirements. The solicitation is issued as a request for quote (RFQ). Submit written offers on RFQ W911S6-08-T-0081. All firms responding must be registered with the Central Contractor Registration (CCR). The Federal Supply Class (FSC) is R699. North American Industrial Classification Standard 8661 (6.5M) size standard in number of employees applies to this procurement.
