- Description
- NASA/MSFC has a requirement for test and flight motors for the Urine ProcessorAssembly (UPA). NASA/MSFC intends to purchase the items from Kollmorgen Corporation, a division ofDanaher Corporation. Kollmorgen motors have been used in the development of the UPA since the beginning of thedevelopment of the vapor compress distillation process allowing a great deal of groundtest data and Vapor Compression Distillation Flight Experiment (VCD FE) data to becollected. The ground test data and motor life data is invaluable for an assembly thathas an expected life of ten (10) years. As such, Kollmorgen motors have been usedexclusively in the UPA. They are used in the Pressure Control and Pump Assembly (PCPA)flight and test units, the Fluids Control and Pump Assembly (FCPA) flight and test units,and the Distillation Assembly (DA) flight and test units. These motors are also used inthe test units used to evaluate the Firmware Controller Assemblys (FCA) performance.This is critical since the test units emulate the PCPA, FCPA, and DA during these tests. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Friday, September 30, 2008.Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
