- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This request for quotation (RFQ MIPR8M69EFJ686) is being issued by DITCO-EUROPE, Unit 4235, Box 375, APO AE 09136-5375. The RFQ document and incorporated provisions and clauses are those in effect through FAC 2005-26 and DAC 91-13. The proposed acquisition will result in a Firm Fixed Price commercial item type contract in accordance with the procedures detailed in FAR 13.5. NAICS code 423430 applies. Description of requirement: The government has a requirement for Virtual Tape Library Equipment purchases. The contract will include the following CLINs: Item 0001, System, DD580Base+1ES8TB SPMP, NFS, CIFS, QTY: 1 Item 0002, Option, ES20 StorShelf, 8 TB, DualCtrl, QTY: 1 Item 0003, Installation Service for Appliance, QTY: 1 Item 0004, Plat Plus Svc, DD580+1ES20, 24x7x4hr, 3yr, QTY: 1 Item 0005, Non-Returned Disk Repl,3yr,DD580+1 ES20, QTY: 1 Item 0006, Plat Plus Svc, ES20D-8TB,24x7x4hr,3 yr, QTY: 1 Item 0007, Non-Returned Disk Replacement,3yr,ES20, QTY: 1 Item 0008, Lic,VTL,580. Incl:1xPCIe card,DP,4G, QTY: 1 Item 0009, Installation Service for VTL, QTY: 1 Item 0010, S/W Support,VTL,PLAT,3 yr,DD580, QTY: 1 Item 0011, Installation Oconus Travel, QTY: 1 Delivery shall be made no later than 30 days after receipt of order unless otherwise stated on quotation. Any variation shall be provided as the number of days after receipt of order. Award shall be made based on lowest price, technically acceptable. Brand Name Justification is below Procurement Request Number: MIPR8M69EFJ686 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I, as Contracting Officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c). JUSTIFICATION 1. Agency and Contracting Activity. United States European Command J6 Directorate in Stuttgart, Germany; DITCO-Eurpoe/PL512, Building 143, Sembach-Heuberg, Germany. 2. Nature/Description of Action(s): Requirement is for the purchase of NetApp filer under the European Commands Command, Control, Communications, and Warfighting Integration Division infrastructure at Stuttgart Germany. This procurement includes network connected Virtual Tape Library equipment for SIPRNET. 3. Description of Supplies/Services. Data Domain 580 and component equipment and support. Estimated value is $265,655. 4. Identification of Statutory Authority. 10 U.S.C. 2304(c)(1) 5. Demonstration of Contractor's Unique Qualifications. The Data Domain configuration offered provides required security related options for operation on intelligence networks. Data Domain 580 equipment is already included in our current infrastructure and interoperability requirements meet. Operations and Management cost associated with the equipment is compliant with current knowledge base of Data Domain administrators. 6. FedBizOpps Announcement/Potential Sources. The synopsis will be combined with the solicitation in accordance with FAR part 12. All responsive offers will be considered. 7. Determination of Fair and Reasonable Cost. The anticipated cost to the Government will be determined fair and reasonable prior to award. 8. Description of Market Research. The Contracting Officer will compete the requirement with resellers of Data Domain equipment to ensure prices are fair and reasonable. 9. Any Other Supporting Facts: None. 10. Listing of Interested Sources. The market research consisted of review of GSA schedules and retail pricing lists. 11. Actions Taken to Remove Barriers to Competition. None at this time. Use of other than Data Domain equipment would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. 12. Reference to the Approved Acquisition Plan (AP): N/A. AP not required.
