- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement F3G3BA8197A0001, is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The NAICS for this solicitation is 453998. The size standard for a small business under this NAICS code is $7.0 employees. This is a small business set aside. This is a commercial request for 1 EA 5 point harness webbing nylon, adjustable, emergency quick release (for training), color black, simulates the actual Helo harness and 1 EA SWET or equal a single-place emergency egress trainer that has a specially designed frame fitted with buoyancy pods that allow it to be easily handled and inverted by instructors. Used very effectively to conduct basic disorientation and Emergency Breathing Systems (EBS/HEEDS) familiarization procedures. Righted in less than two seconds without the trainer having to touch the trainee. This ensures optimum safety during training. The shape and weight distribution can easily invert and right the device with the student strapped in the device. Constructed of Lightweight Marine-Grade Aluminum. Rotates through any Axis (X,Y,Z). Collapsible. Adaptable to a 2,3,4 or 5-point restraint harness configuration. Free floating. Easily transportable. Provided with one generic exit and Exit Mechanism handle. Construct of materials and fabricated in such a manner as to minimize any sharp edges, corners, or other protuberances that might cause injury trainee and/or instructor(s) above, on or below the surface of the water. Incorporate a simple, fail-safe simulated emergency exit that is easily removable, to ensure the safety of the trainee and control of the exercise. Durable training aid designed for repetitive use in the pool-training environment. Award Basis: Best Value.
