Description
The Department of Homeland Security’s (DHS) Transformation and Systems Consolidation (TASC) initiative was launched to consolidate and integrate mission-essential enterprise financial, acquisition and asset management systems. DHS is seeking a business partner to provide 1) an enterprise application that integrates end-to-end business processes in support of financial, acquisition and asset management and 2) integration services and program management support. The Department will conduct this enterprise-wide acquisition as a full and open competition in accordance with FAR part 15. DHS intends to award an IDIQ performanced-based contract for a three (3) year base period and seven (7) one-year option years. The scope of this effort is to acquire a proven, integrated financial management, asset management and acquisition management system solution with the accompanying program management, change management and integration services to implement and sustain the proposed solution. The Offeror shall be responsible for transitioning DHS components from existing environments to the integrated solution and a set of standardized business processes. This effort will also include the entire system life cycle approach of analysis and documentation, design, development and configuration; IT security controls and integration, unit and system integration testing, quality assurance testing, and user acceptance testing; implementation; training; and operations, maintenance and enhancements. The acquisition will be conducted on an unrestricted basis using an advisory multi-step process. Phase I will be the evaluation of offeror’s solution, corporate experience, and past performance. DHS is not requesting offeror’s to submit proposals to Phase I of this pre-solicitation notice. A formal Request for Proposal (RFP) will be posted to www.fbo.gov on or about September 30, 2008.
