- Per FAR 5.205, The Program Executive Office Integrated Warfare Systems (PEO IWS) – Undersea Systems (PEO IWS 5), Washington Navy Yard, Washington, DC, is seeking sources interested in providing algorithms and software solutions that support the key Anti Submarine Warfare, Combat, Command and Control (ASW C3) areas of Planning, Coordination, Maintaining a Common Tactical Picture and Exercise of Tactical Control for test and evaluation in the FY09 timeframe. The intent is to assess current state-of-the-art developmental capabilities for possible future acquisition by the Government. The technologies selected will be evaluated on their potential to be used as a part of a network architected ASW C3 capability to be fielded in the Undersea Warfare Decision Support System Advanced Capability Build 3. This sources sought is seeking information via the vendor’s submissions and from in depth peer review of technical data packages and software processing results from vendors. USW DSS is an ASW C3 capability implemented as a Service Oriented Architecture. The product interfaces to ship, submarine and aircraft ASW sensor and combat systems to support key ASW Commander decision functions. The product is fielded as a software only product on other program of record hardware suites. Vendors are encouraged to submit responses for capability that can be field tested in the FY10 timeframe and made production ready for FY11 installations. After an evaluation of the responses received to this announcement, the Navy may select none or up to ten of the candidate ASW C3 technologies for further test and evaluation in an FY09 timeframe at the Naval Undersea Warfare Center (NUWC) Division Newport. Vendors selected will be required to develop and submit a technical data package, consisting of algorithm descriptions, assumptions, input requirements, prior performance analysis and prior project sponsorship. Vendors will support the review of this material during at least two peer review meetings and will then be required to process government supplied data sets and review the results of the processing of those data sets with a peer review group Vendors selected for participation will be provided system software documents for USW DSS ACB3 and performance measures for each of the key functional areas. To the extent necessary, NUWC Division Newport will assist the selected vendors in planning and coordinating the processing of government supplied data sets by the vendor. Vendors will be responsible for providing trained personnel to operate their software during the tests. Interested vendors shall submit a one page (maximum) description of their technology as it relates to the key functional areas of ASW planning, coordination, maintenance of a common tactical picture and exercise of tactical control. If desired, additional information, product brochures or descriptive materials may also be submitted in PDF file format as an attachment the product description.
