- In accordance with FAR 5.207 (14) the 7th Contracting Squadron is posting this notification to the public. The proposed acquisition is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The IDZ Company has demonstrated a unique and innovative tool control system and is presently available for delivery. This system includes but is not limited to check-in/out of many tools to many users, control of non-taggable tools and equipment, world-wide use of system without licensing requirements, 14 hour battery power while sustaining steady use, small enough to be transported a C-130 or KC-135, use of pre-existing government tools, adaptable to existing rooms and infrastructure (small enough not to exceed standard tool box sizes), use easily replaceable parts so that users have ability to fix system, visual screens with easy to read color-coding for quick end-of-day turnover, foam or visual control for manual check-out, adaptability to future tool additions/changes in tool sizes/or removal of tools without having to replace the system, AFI21-101 reports automated, user-friendly networked system/screens for management and for daily shift supervisors, customizable reports able to be seen/manipulated with Microsoft products, use of Common Access Card (CAC) for tool access, restriction on tool access based on grade or position, auto back-up/ability to store or transfer information automatically, ability to encode digital WWIDs/unique 9-code identifiers into micro-chip, inspection/calibration/warranty tracking ability, unique tool recognition (ability to distinguish between like-items and real-time information stored in system and tool to ID user), ability to check-out tools for extended periods of time (TDY) without cluttering end-of-day turnover screen, user paired with check-out tool from within software system and tool to include time of check-out/location of tool within box/WWID/and user ID, ability to track individual item utilization rates for addition of high interest tools/removal of low interest/use tools, capable of kitting items by job for check-out (i.e. multiple sockets kitted for check-out), constant real-time inventory with visual/audio indicators, missing/broken tool coded tools, capability to manually access and easily issue tools under power-out conditions, 100% security/accountability after loss of power, ability to quickly/easily refresh software and accountability after a power loss, option for all-weather capable, option for night vision lighting for night use in night vision conditions, easily used in chemical protective equipment (MOPP 4), option to have ruggedized for use in trailer on the flight line. 100% automated control with integrated wireless software capability and software rights for 1,000 tools using at least five check-in/out points for parallel operations all with their own screens for easy accountability with 100 spare RFID tracking devices and ability to encode new RFID tags at two locations and a one year on-site maintenance guarantee. Note 22 apply - exception: All reference in note 22 in regarding 45 and 30 days is changed to 7 days. Interested parties may identify their interest and capability to respond. This notice of interest is not a request for a competitive proposal, however proposals received within 7 days (23 Sep 08 / 1200 CST) will be considered. A determination by the government not to compete this requirement is based on responses to this notice and is solely within the discretion of the Government.
