- The Contracts Department, Code 111, Naval Surface Warfare Center, Port Hueneme, California, is issuing a combined synopsis/solicitation for Move Support Services. Specifically, the requirement is for frequent and ongoing support to relocate personnel and furniture, assemble and disassemble furniture and office accessories, transport furniture for storage or excess, and other miscellaneous tasks associated with the management of PHD facilities and their occupants, during fiscal year 2009. This combined synopsis/solicitation for commercial services is prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6. This announcement constitutes the only solicitation; quotes are being requested from small businesses but a separate written solicitation will not be issued. Statement of Work: A. Qualifications: It is critical that the vendor be able to provide timely support on an as-needed basis with limited advance notification to meet dy! namic schedule changes. It is also critical that the vendor have extensive experience with and knowledge about PHD facility locations and characteristics to ensure that crews with the appropriate expertise are provided and are able to execute tasks with nominal supervision and Government employee involvement. This includes past history with the types of modular and office furniture, lab equipment and office equipment as well as in-depth knowledge and experience with PHD's physical layout and building-organizational footprint.B. Work Statement: This statement of work is for materials and services to accomplish multiple large-scope moves, lab space relocations and support facility reconfiguration activities. Events requiring support (subject to change) include, but are not limited to: 1. Bldg. 445 Reorganization: Move boxes, chairs, and other property (other property may include items such as file cabinets, safes, tables, refrigerators, office equipment, and miscellaneous furniture pieces) for approximately 40 personnel from within Bldg. 445 (Daisy Chain Moves). 2. Bldg. 447 Move Aperture Cards: a. Move approximately 40 full drawing cabinets and microfiche reader equipment from Bldg. 447 Gold Room to Bldg. 441 (1st quarter of FY09). Assume 1 day with one 5-man crew and 1 truck; b. Move or excess furniture and other property to vacate building. Efforts consist of removing furnishings from approximately 15 cubicles and offices (1st quarter of FY09). Assume 1 day with one 5-man crew and 1 truck!. 3. Bldg. 1388 L-Department consolidation: a. move boxes, chairs and other property for approximately 40 S-Department personnel from Bldg. 1388 to Bldg. 1389 (1st quarter of FY09). Assume 1 day with one 5-man crew and 1 truck; b. move boxes, chairs and other property for approximately 60 personnel from Bldg. 1388 to Bldg. 1389 (1st quarter of FY'09). Assume 1 day with one 5-man crew and 1 truck. c. move boxes, chairs and other property for approximately 50 A-Department personnel from Bldg. 1388 to Bldg. 1389 (1st quarter FY09). Assume 1 day with one 5-man crew and 1 truck. 4. Bldg. 1385 Renovation Effort: a. move boxes, chairs and other property for approximately 3 personnel (Military Affairs) from Bldg. 1385 to Bldg. 445; b. move boxes, chairs, and other property for approximately 2 personnel (Telephone Shop) from Bldg 1385 to Bldg 444 (2nd quarter FY'09). Assume 1 day with 4-man crew and 1 truck; c. move excess furniture and other property to vacate building for re! novation efforts. Effort consists of removing furnishings for approximately 6 cubicles and 5 offices (2nd quarter FY'09). Assume 1 day with a 5-man crew and 1 truck. 5. Bldg. 1380 Construction Project: a. move boxes, chairs, and other property for approximately 15 personnel relocating to Bldg. 1389. (3rd quarter of FY'09). Assume 1 day with a 3-man crew and 1 truck; b. Move or excess furniture or other property for approximately 40 cubicles and 2 offices (3rd quarter FY'09). Assume 2 days with two 5-man crews and 2 trucks. 6. Bldg. 1153 Move Out: a. move boxes, chairs and other property for approximately 73 personnel from Bldg. 1153 to Bldg. 1387 or elsewhere on the PHD campus (3rd quarter FY'09). Assume 2 days with a 4-man crew and 1 truck; b. move and excess furniture, workstations, storage cabinets, tables and miscellaneous items from existing labs in Bldg. 1153 to various locations around the PHD campus (4th quarter FY'09). Assume 2 days with a 5-man crew, 1 truck. 7. Bldg. 1153 Transformation Lab: a. move or excess furniture and other! property to vacate building. Effort consists of removing furnishings for approximately 99 cubicles and offices (4th quarter of FY'09). Assume 5 days with one 5-man crew and 1 truck. 8. Bldg. 444 T-Department Relocation: a. move boxes, chairs, and other property for approximately 30 personnel from within Bldg. 444 to Bldg. 1389 (4th quarter FY'09). Assume 2 days with one 5-man crew and 1 truck. 9. Bldg. 1215 Acquisition Relocation: a. move boxes, chairs, and other property for approximately 15 personnel from with Bldg. 1215 to Bldg. 444 (4th quarter FY'09). Assume 1 day with one 5-man crew and 1 truck. b. Bldg. 1215 cleanout/excess - move excess furniture and other property to vacate building. Efforts consist of removing furnishings for approximately 45 cubicles and offices (4th quarter FY'09). Assume 2 days with one 5-man crew and 2 trucks. 10. PHD Facilities Management: Daisy chain moves in advance of clearing buildings 447 and 1153. Move boxes, chairs and other ! property for approximately 50 personnel from various locations to create space in advance of clearing out Bldg. 447 and Bldg. 1153 to elsewhere on the PHD campus (3rd / 4th quarter FY'09, ten events of 5 personnel each move). Assume 10 days with 3-man crew and 1 truck. 11. Pick up unused furniture, office equipment, and other property from various buildings and transport to new locations to be reused or to warehouses to be excessed. Dates TBD, once a month for 12 months with a 4-man crew and 1 truck. C. 1. Provide and move 5000 boxes, 25,000 color coded self-adhesive labels (approx 2" x 3") and 500 rolls of 2" packing tape (approx 55 years per roll); 2. Assemble, disassemble, and/or move furniture and office accessories; 3. Install and/or remove wall-mounted office accessories (bulletin boards, white boards, etc); 4. Move boxes, chairs, and other property to new locations as directed by PHD Move Coordinator (Mike Lansford) or other designated POC; 5. Remove and dispose of all trash and debris resulting from any support tasks. D. Definitions: 1. For the requirements specified in this statement of work, the average employee's moving requirement will not require desks to be moved but will consist of: Fifteen 1.5 cubic foot boxes of personal papers and books. (Contractor is not required to box this material); 1 chair, 1 computer, 1 file cabinet. 2. For the requirements specified in this statement of work, the average furnishings associated with vacating a cubicle space consists of: Workstation/Desk, Chair, and 1 file cabinet. 3. For the requirements specified in this statement of work, the average furnishings associated with vacating an office space consists of: Desk, Credenza, Chair, 2 file cabinets, 1 safe, 1 small conference table plus 4 chairs, white board. 4. Most furniture to be moved is free standing however some systems furniture will require disassembly prior to removal. No systems furniture will be electrified. 5. All buildings onboard NSWC PHD are within half mile of each other!. A truck is required to transport material from building to building. No transportation of furniture is required off-site, to any location off Naval Base Ventura County. 6. Buildings do not have loading docks. Contractor trucks should have lift capability from truck bed to ground, or loading ramp. All multi-story buildings have elevator access except building 5. 7. The planning data provided in the statement of work is based on best estimates of the actual work.E. Location of work: PHD NSWC Command located on Naval Base Ventura County: 4363 Missile Way, Port Hueneme, CA 93043-4307. F. Period of performance: After receipt of order to 30 September 2009 (fiscal year 2009). G. Site Visit: A site visit will be held at the work site at 10:00, Wednesday, September 24th 2008. This is the only opportunity for a walk-thru of the job site. If interested, provide the name, home address, city, company name, phone number of each individual planning to attend to Mike Lansford. Individuals will be required to stop at the NVBC PASS office to receive a base access badge. A valid driver's license and evidence of vehicle registration and insurance will be required. Failure to obtain access to the PHD will not be considered justification for consideration of a late proposal. H. 1. Vendor will be responsible for providing all equipment required to perform the work including furniture and panel dollies, computer cards, appropriate sized trucks,! and forklifts. 2. Scheduling for all support events other than personnel relocations is expected to be on weekdays during regular working hours (0800-1700). 3. Large-scope personnel relocations will be scheduled on weekends to minimize impact. Any weekend activity must be completed no later than 1700 hours on Sunday. 4. Transportation of excess furniture or equipment to warehouses (e.g., Bldgs. 439, 435 or DRMO compound) must be completed no later than 1530 hours during the normal workweek. There is no weekend access to those buildings. 5. A forklift and operator are required for some relocations and may also be required for other events. The requirement will be specified when support is scheduled. 6. Special equipment may be required to move safes and other heavy items that may be included in the scope of any move. The requirement will be specified when support is scheduled. 7. Performance will involve execution of tasks with only nominal supervision and/or govern! ment employee involvement. 8. Personnel shall be provided that have experience with and knowledge of assembly and disassembly of different types of modular and office furniture, lab equipment and office equipment as well as knowledge following layout and building floor plans.
