Description
U.S. Department of Housing and Urban Development, 451 S. 7th Street NW, Washington, DC 20410 THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION FOR BID NOTICE. THIS IS A REQUEST FOR INFORMATION ONLY. Summary: The Office of Finance of the Government National Mortgage Association (Ginnie Mae) is conducting market research (for informational purposes only) to identify Service-Disabled Veteran-Owned Small Businesses (SDVOSB) who have the capability, qualifications, and experience to conduct the A-123 review as indicated in the description of services. Background: OMB’s revised Circular A-123, dated December 21, 2004 (A-123) states that Management is responsible for establishing and maintaining internal control to achieve the objectives of effective and efficient operations, reliable financial reporting, and compliance with applicable laws and regulations. When assessing the effectiveness of internal control over financial reporting and compliance with financial-related laws and regulations, management must follow the assessment process contained in Appendix A of OMB Circular A-123. Description of Services: A. The Ginnie Mae’s Office of Finance is seeking to acquire contracted services to document, test, assess, and report on Ginnie Mae’s internal control over financial reporting in accordance with revised OMB Circular No. A-123, as well as any additional required procedures contained in guidance issued by OMB. The guidance from the current version of OMB’s Implementation Guide for OMB Circular A-123, Management’s Responsibility for Internal Control Appendix A, Internal Control over Financial Reporting (OMB’s Implementation Guide), should be used in carrying out the services of documenting, testing, assessing, and reporting on internal control effectiveness. The objective of this contract is to provide a basis for Ginnie Mae’s management’s assurance over the effectiveness of internal control over financial reporting. The three objectives of internal control are: •Effectiveness and efficiency of operations, •Reliability of financial reporting, and •Compliance with applicable laws and regulations. Safeguarding assets is a subset of all of these objectives. Internal control should be designed to provide reasonable assurance regarding prevention of or prompt detection of unauthorized acquisition, use or disposition of assets. Management is responsible for developing and maintaining internal control activities that comply with the following standards to meet the above objectives: •Control Environment, •Risk Assessment, •Control Activities, •Information and Communications, and Monitoring Technology based controls must also be assessed by the contractor. Reviewing computer-related controls involves evaluating: •General controls at the entity-wide or installation level; •General controls as they are applied to the application(s) being examined; and •Application controls, which are the controls over input, processing, and output of data associated with individual applications. Effective internal control over financial reporting provides reasonable assurance that misstatements, losses, or noncompliance with applicable laws and regulations, “material” in relation to financial reports, would be prevented or detected. When assessing the effectiveness of internal control over financial reporting and compliance with financial-related laws and regulations, the contractor must follow the assessment process contained in Appendix A of OMB Circular A-123 and OMB’s Implementation Guide. Appendix A specifically requires documentation of the process and methodology for applying the above standards when assessing internal control over financial reporting. The assessment of internal control over financial reporting shall determine whether control deficiencies, as defined in A-123, exist. If control deficiencies exist, the contractor shall determine if they rise to the level of a significant deficiency or material weakness as defined in A-123. For identified control deficiencies, the contractor shall recommend improvements needed to strengthen internal control. The result of this assessment will provide a basis for management’s assurance statement regarding the effectiveness of internal control over financial reporting. B. In response to this sources sought, all SDVOSBs are encouraged to submit the following: - Capability packages with detailed technical information demonstrating their ability to meet the above requirement. - Identify the three (3) most recent contracts and provide the following information for each: a. Contract type b. Contract number c. Technical description d. Dollar amount e. Period of performance f. Customer reference name and telephone number Note: This information must be submitted on either on-going or completed contracts not more than 3 years ago, that demonstrate performance relevant to the requirements stated above. The Government will not recognize any costs associated with this request for information. Due to the intermittent nature of electronic communication, it is the vendor's responsibility to ensure receipt. Submittals are requested no later than October 1, 2008. After review of the responses to this sources sought notice, a company may be requested to provide a face-to-face oral presentation to Ginnie Mae. A synopsis and/or solicitation announcement may be published at a later date.
