- This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Hitachi, for their new SU8000 Electron Microscope, in accordance with the format in Subpart 12.6, in conjunction with FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on NOI-RML-8054. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 dated 6/12/08. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. SCHEDULE: The Rocky Mountain Laboratories, (RML) performs work for all of the labs within NIAID/DIR, using various microscopy methods. RML has a need to purchase a new Electron Microscope from Hitachi with the following specifications: The microscope must be capable of 1) The ability to minimize the energy spectrum of the electron beam, and hence minimize chromatic aberration to maximize resolution with a cold cathode field emission electron source; 2) The ability to image specific quantum dot molecular probes by backscattered electron detection using electron emission currents that are readily adjustable from 1 to 5, to 50 microamps to detect and provide acceptable signal to noise ratios without loss of resolution and without beam or column realignment; 3) The ability to detect and record optimal images with high angle backscattered electrons from standard and immunologically labeled samples at minimally destructive accelerating voltages ranging from 100 to 1500 eV using an in-column detector; 4) The ability to examine many types of dehydrated and cryo-preserved biological samples with proven, heat-regulated protection against contamination of beam limiting adjustable apertures, and heat-regulated internal baking of the electron gun anode; 5) The ability to reduce or eliminate charge buildup and imaging artifact on standard, uncoated, cryo-preserved and other poorly conductive samples using a charge scan reduction capability; 6) The ability to minimize electron beam damage to standard and cryo-preserved biological samples by automatically blanking the scanned electron beam after image collection; 7) The ability to maintain readiness of the instrument and conserve energy during idle periods with definable and automatic power savings capabilities using less than 0.5 kVA of power; 8) The ability to record images at pixel resolutions exceeding 5000 x 3800 pixels for production of detailed publication images, scientific poster presentations, and journal cover illustrations; 9) The ability to simultaneously display screen and recorded image magnification to enable DIR collaborators viewing real-time microscopic video-sharing at remote locations to assess structural dimensions and predict final image size. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price, past performance, warranty, and the best value to the government.
