- This is a notice of intent for sole source procurement under Other Than Full and Open competition. The statutory authority permitting other than full and open competition is FAR 6.302-1. Only one source is capable of responding due to the unique or specialized nature of the work. The Marine Corps Systems Command intends to award an additional year to the sole source contract with Decision Systems Applications, Inc. (DSAI) to provide technical services to maintain, modify, upgrade, and enhance the current manpower models used by Manpower and Reserve Affairs (M&RA) and Total Force Structure Division (TFSD) for all phases of the active and reserve Marine Corps manpower staffing, planning, assigning, mobilizing, and classifying process. The following are the Models that require continued support (* -- Contains Proprietary Sub-Routines): a. Enlisted Assignment Model (EAM)*b. Enlisted Staffing Goal Model (ESGM)*c. Officer Staffing Goal Model (OSGM)*d. Officer Planning Utility System (OPUS)* e. Recruit Distribution Model (RDM)*f. Marine Equity Model (MEM)g. Target Force Projection Model (TFPM)h. Reserve Enlisted Planning System (REPS)i. Reserve Staffing Model (RSM)*j. Officer Mobilization Model (OMM)*k. Table of Manpower Requirements (T/MR)l. Manning Level Process (MLP)m. Troop List (TL) DSAI, the original developer of all but one of the Models and the owner of proprietary code for seven of the Models, has been providing the primary support. The estimated value of the additional one (1) year is $850,000.00. Due to the complex nature of the models used by M&RA and TFSD, and their mission-essential importance to the Marine Corps, the maintenance and user assistance require capabilities beyond the technical resources and personnel assets of the Marine Corps. Specifically, the services require the contractor to have expert knowledge of the Manpower Models to assist all model managers with operation, maintenance, training, system enhancements, and documentation updates. The current Total Force Manpower Models Reengineering Effort has been awarded and is schedule to deploy in September 2009.
