Description
The U. S. Department of Energy (DOE), Environmental ManagementConsolidated Business Center anticipates issuing a solicitation for work under a small business set-aside cost-plus-award-fee (CPAF) contract. The solicitation will be for performance of infrastructure support activities at the Paducah Gaseous Diffusion Plant (GDP), such as human resource management, surveillance and maintenance of facilities, janitorial services, grounds maintenance, roadway/parking lot maintenance, computing and telecommunication, fleet management, real and personal property management, records management and document control, site security, environment, safety and health program, waste management and pollution prevention, training, utilities and miscellaneous support activities. Additionally, this contract may coordinate the transition to DOE of GDP facilities, operations, and services which were administered by USEC and provide building surveillance and maintenance as well as the safeguards and security, and emergency management program following the transition of the facilities. The Paducah site is a DOE-managed, contractor-operated, environmental remediation project located on a federal reservation in Western Kentucky, approximately 8 miles west of Paducah, Kentucky, and 3.5 miles south of the Ohio River. Swift and Staley, LLC is the incumbent contractor and its contract currently expires on March 15, 2010. The estimated annual value of the anticipated contract is in the range of $12 million to $15 million per year for five years, and the contract will contain a transition period of up to (60) days. The acquisition is set-aside for small businesses. The applicable North American Industry Classification System (NAICS) code is 561210 and the small business size standard is $32.5M. The selected contractor will be expected to provide financial resources sufficient to perform portions of the work prior to reimbursement by the Government. This solicitation notice does not constitute a request for a formal proposal. This notice indicates the anticipated issuance of a Request for Proposals. It is anticipated that the solicitation will be issued in the December 2008 timeframe. The entire solicitation will be made available for downloading from the internet via Federal Business Opportunities at www.fbo.gov with links to the DOE Industry Interactive Procurement System (IIPS) home page located at internet address: http://e-center.doe.gov/. Once posted, to view solicitations, click the Browse button from this page. (If the link function does not work, please follow the Business Opportunities link form the DOE-IIPS home page.) No paper copies of the solicitation will be made available. Businesses responding to the solicitation must do so in accordance with solicitation instructions. DOE will be offering a pre-solicitation conference to interested parties the week of September 29, 2008 in Lexington, KY. DOE has developed the enclosed draft Performance Work Statement (PWS) that represents the Paducah Infrastructure work scope in advance of the pre-solicitation conference.
