Description
This is a combined synopsis/solicitation for a commercial commodity prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA8601-08-T-0069 is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This acquisition is 100% set aside for small business concerns. The associated standard industrial classification (SIC) code is 3713 and the North American Industry Classification System (NAICS) code is 336211. The small business size standard is 1,000 employees. A Firm Fixed Price type contract is anticipated with one line item (0001) for a Removable Truck Body, 8' Bed. Equipment requirements are listed below. LINE ITEM 0001: To Furnish and install steel removable truck body, 8' bed with the following features. All shipping and handling charges shall be included in the unit price. • White auto quality finish, 16 ga steel compartments with double panel doors, Heavy duty floor with spray on liner, Two - 150# adjustable shelves, Cylinder lock and padlockable T handle, Pneumatic door assist shocks, Expandable metal bulkhead, Forklift tunnels for mounting and removal • Weather/security sliding cap-roll top, locking hardware, fully removable, MINIMUM OF 30 INCHES FROM FLOOR TO TOP FOR ROBOT TO CLEAR • Pullout parts drawer: 1000# capacity, with dividers, loading jacks • Stainless steel nerf bars • Wave Inverter, battery kit charger, auto eject on shore power plug, battery and vented battery box. Duplex receptacles on inverter GFCI protected, One charging receptacle in bed for robot • Brush guard and grill guard assembly • 2" receiver, 7 way plug and brake controller • 10 head Liberty Light bar LED with 295 siren speaker • Rail style lift gate with aluminum platform for robot loading and unloading Proposal packages should include price proposal for delivery of proposed item to the Explosive Ordnance Disposal Flight, Wright-Patterson AFB OH (FOB Destination) and best delivery date, a Capabilities Package that includes a line-by-line response to each requirement listed above. You may include descriptive literature if available. Information provided must be sufficient to allow a complete evaluation of the equipment being offered to determine if it meets minimum requirements. Proposal package should also include the names and phone numbers of two references. Evaluation will be based on the overall best value to the government. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. The government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government. The Government reserves the right to not make an award at all. Contract financing will NOT be provided for this acquisition. The contractor shall be paid after delivery and installation in accordance with the Prompt Payment Act. IMPORTANT NOTICE TO CONTRACTORS: Any award resulting from this solicitation will include DFARS Clause 252.237-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost, at http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/. Solicitation provision at FAR 52.212-1, Instructions to Offerors - Commercial (Nov 2007) are hereby incorporated by reference. Award will be based upon Best Value to the government considering cost, technical acceptability and past performance.
