Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. It is the government's intention to award this requirement using FAR Part 13 procedures. This is a full and open (unrestricted) procurement. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Title/Description: Satellite Imagery Collection for Air Combat Command Expeditionary Locations. The contractor shall provide necessary professional services to the Base to support geospatial information systems (GIS) regional map layers and achieve GeoBase initial operating capability (IOC) and functionality. The populated database required to accomplish this consists of imagery, topographic, and planimetric feature data as described in the attached SOW dated 17 Sept 2008. Scope: The contractor shall supply all items and deliver FOB destination no later than the delivery dates noted in SOW dated 17 Sept 2008. Appendix A and B lists the breakout of the items required to be delivered. Offerors quoting an "or equal" item must provide a detailed description including manufacturer part number and literature with proposal. Evaluation Criteria: Lowest Price Technically Acceptable (LPTA): Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards. The following factors shall be used to evaluate offers: (a) Technical Capability; (b) Price Offerors must meet the technical capability criteria by having any "or equal" submittals approved by the Government. Offerors must meet the delivery schedule criteria by being able to provide the required items no later than (NLT) the delivery dates noted in SOW dated 17 Sept 2008. Deliveries must be made in full by the required due dates. The Government will evaluate offerors technical capability as a "pass" or "fail" based on whether or not the offeror possesses the required capability to deliver end product and can begin performance before 1 October 2008. Any contractor without the proper capability to deliver end product or the ability to begin performance by this stated time period will not be considered for award. Those offerors found to possess the required capability to deliver end product and the ability to start performance prior to 1 October, 2008 shall then be evaluated on the price of their proposals. The Government reserves the right to cancel this solicitation, either before or after the closing date.
