- SECTION A This is a combined synopsis/solicitation for a commercial service, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W91WAW-08-R-WAAS is applicable and is issued as a request for quote (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. This is an unrestricted solicitation. Contractors must be actively registered in the Central Contractor Registration (CCR) to be eligible for award. Applicable NAICS code is 541512. See below for description of services requested. The Mission and Installation Contracting Command, Contracting Center of Excellence (CCE), Pentagon, on behalf of Department of Defense, Office of the Inspector General (DoD IG)), intends to purchase upgraded Cisco Network Equipment and annual maintenance for WAAS. See SECTION B below for locations and description of services requested. A Firm Fixed Price contract is anticipated. The anticipated award date is 26 September 2008. All responsible sources may submit a proposal(s), which will be considered. RFQ responses must be submitted IAW instructions of Evaluation-Commercial Items (FAR 52-212-2 and addendum) as stated in the RFQ and provided to the Point of Contact (POC) (Johnny Redford, johnny.redford@hqda.army.mil ) identified in the RFQ not later than 22 September 2008 at 4:00 PM EST. The provision at 52.212-1 ( Plus ADDENDUM), Instructions to Offerors Commercial Items, applies to this acquisition. The provision at FAR 52.212-2 ( Plus ADDENDUM), Evaluation-Commercial Items are incorporated and the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use Lowest Price Technically Acceptable (LPTA) Process and an award is made to the contractor who is technically acceptable and has the lowest price. The following factors shall be used to evaluate offers and the non-price factors are evaluated to determine which responses are technically acceptable: Factor 1 Technical Capability and Factor 4 Price. Factor 1 - Technical Capability Factor. The Government will evaluate the following elements: Understanding the Requirement. The extent to which the proposal demonstrates a clear understanding of the requirements to be satisfied. Extent to which uncertainties are identified and resolutions proposed. Feasibility of Approach. The extent to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine whether the offerors methods and approach in meeting the requirements provide the Government with a high level of confidence to ensure successful performance. Adequacy of Response. The extent to which the proposal adequately and completely considers, defines, and satisfies the requirements specified in the PWS (SECTION B). Factor 4 Price. Total overall price to the Government. Price will not be adjectivally rated. Proposals shall be e-mailed to: johnny.redford@hqda.army.mil SECTION B 1.0 BACKGROUND The Department of Defense, Office of Inspector General (DoDIG), Office of Administration and Management require the purchase of upgraded Cisco Network Equipment and annual maintenance. 2.0 OBJECTIVE 2.1 Scope: Procurement of this upgraded Cisco Network Equipment will provide the OIG with resources to support the installation of VOIP at several field locations. Maintenance and support are required to keep the equipment up to date with the latest software and to replace the equipment if it fails. 2.2 Maintenance: Cisco Network Equipment maintenance includes 24 hour per day, 7 days per week, next business day (24x7xNBD) service this equipment four hour on site support with continuous problem resolution. 2.3 Documentation: Online, CD, or book based documentation provided. 3.0 DESCRIPTION / SPECIFICATIONS 3.1 Scope: The contractor must be a Cisco Certified Partner who will purchase via the Authorized Distribution partners. 3.2 Specifications: SEE TABLE 1 (Attached) 4.0 DELIVERIES OR PERFORMANCE 4.1 Delivery Locations: SEE TABLE 2 (26 locations for components to be installed) 4.2 Period of Performance: One year from date of award.
