- THIS IS A NOTICE OF INTENDED SOLE SOURCE AWARD. Directorate of Contracting Office Fort Sill, Oklahoma intends to award a SOLE SOURCE to Crash Rescue Equipment Service, Inc. for the Rebuild/Repair of an Oshkosh P-19 Aircraft Rescue Firefighting (ARFF) Apparatus and the lease of a replacement Crash Truck for the duration of the rebuild/repair for Fort Sill, Oklahoma. The award shall consist of the following: Contractor shall provide all labor, supplies and equipment to Rebuild/Repair Fort Sill Crash Truck #1 as per approved specification without changing VIN. The following is included: Return to minimum OEM standards. New Parts, Service and Operators Manuals. Frame inspection and component repair/replacement. Drive train tear down and reassemble with new. Wheel inspection and new tires. Re-arced springs and shocks (if appropriate). New brakes shoes/discs, drums and components. Air tanks, lines and valves repaired/replaced Engine & transmission tear down and rebuilt to new. Fuel system components repaired/replaced. Cooling system repaired/replaced-radiator rodded. Exhaust system replaced. Electrical system converted to 12v, rewired w/ all components repaired/replaced. Firefighting components repaired/replaced. Fire pump tear down and rebuilt. Foam proportioner rebuilt. Tanks inspected, pressure tested and recoated. Major agent turrets rebuilt. Reel and handline connections repaired/replaced. Cab elements repaired and seats re-upholstered. Cab interior painted w/ high impact paint. Body stripped, repaired, repainted and re-assembled. Emergency scene lighting repaired or upgraded to current standards. Secondary agent (if installed) inspected, tested and repaired/replaced. Testing according to OEM standards and FAA Advisory Circular under which truck originally constructed. One year, new truck warranty - all parts and labor. Delivery included. Time in production usually 180 days. Provide loaner truck under lease for refurbishment period on a monthly basis. The North American Industry Classification System (NAICS) Code is 336120, size standard 1,000 employees. This proposed contract action is for services for which the Government intends to solicit or negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five (5) business days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
