Description
The General Services Administration, Public Building Service (PBS) intends to make an award under Simplified Acquisition, FAR Part 13, to The Reed Business Information LTD under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for advertisement in the Building Design and Construction Magazine 2008 White Paper. To include the following: Examine the built environments role in climate change; Report and analyze research conducted; Summary of impact of buildings on greenhouse gas emissions; Review the many scenarios for change; New developments in "Green" building; Review of actual activity at state/local level re: green building legislation, regulations and incentive programs; Provide some recommendations for a multi-faceted action plan. Publishing Details: To be polybagged with the "Green" November issue of BD&C; Printed on recycled paper; 75,000+ copies distributed to BD&C readership; Additional Distribution includes: USGBC, AIA, CSI, DBIA, and other trade shows; President of the United States; Appropriate Cabinet members; Key members of Congress; Governors of 50 states and their Washington DC staff; Key legislators at local and state levels; Key personnel for "Green" organizations; Directors of Building Industry trade associations; Directors for appropriate national and international nongovernmental organizations (NGOs). Actions required: Extensive interviews with experts; Surveys of BD&C's readership. In addition: Participating in the advisory role for developing the opinion survey; Advisory role in development of editorial; Provides contacts/interviewees that are experts in the industry; Participation in all pre-and post-events related to the White Paper, including emails, press releases, web, etc; Recognition in all sponsorship opportunities promoting the writing of the paper; Participation in the press event at the USGBC; Web links; Data from the opinion survey; Electronic newsletter participation relating to the White Paper's availability; GSA's name on the front cover; Full page of space "Letter from GSA Commissioner" on their position; Distribution and Mailing. The proposed contract is for services from which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The NAICS code is 511130. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. The government will consider all responses received by 12:00 pm e.s.t. Wednesday, September 24, 2008. A determination by the Government not to complete this proposed contract based on responses to this notice is solely within the discretion of the government.
