- The Intramural Research Program (IRP), National Institute on Aging (NIA), Administrative Office, responsible for budget execution, property management, procurement, and internal controls, etc., intends to award a Sole Source contract to Donald E. Bortner, Hempstead Court, Joppa, MD 21085; for a professional services contract to assist the NIA/IRP Administrative Office in carrying out the following responsibilities; the following services shall be provided by the contractor: Property: Review property inventory reports provided by NIA/IRP. Provide recommendation(s) on course of action to bring NIA IRP to 100% property accountability. Assist in readying NIA IRP for NIH Property certification by review reports and attending meetings. Annual Report: Review overhead calculations to be used for NIA IRP annual report. Provide recommendations for allocation of funding for overhead amount. Review distribution of funding to each project and provide advice and recommendations for adjustments. Budget closeout: Review end of year reports provided by NIA IRP and provide guidance and assistance as requested. Review plan for end of year spending and provide advice and recommendations for spending. Attend meetings and work with NIA IRP staff during closeout. Budget Formulation: Review draft plan of proposed NIA IRP budget formulation for FY09 and provide insight, guidance and recommendations for adjustments and changes for the plan. Prepare a plan with recommendations for the FY09 budget with considerations over the next 5 years. Risk Management: Work with Deputy Scientific Director to help define NIA IRP risk management plan. Review draft plan and provde recommendations and suggestions. NIA IRP Administrative Office Restructuring: Review NIA IRP Administrative Office organizational structure. Review position descriptions and provide plan for reorganization of the office including defining scope of work. The period of performance for this contract is 09/29/2008 through 03/28/2009. This contract will enable a smooth and efficient operation of the NIA IRP Administrative Office during the search for and transition of a new Administrator. Mr. Bortner has extensive knowledge and experience regarding NIA/IRP administrative operations. He has unique expertise in a variety of NIA/IRP administrative functions including but not limited to financial management, budget closeout and budget formulation; property management; contract management; project management; and intimate knowledge of the intricacies surrounding all aspects of occupation of the BRC; clinical research services contract; technology transfer, internal controls and organization and operation of the Administrative Office. Mr. Bortner has extensive knowledge of DHHS, NIH and NIA/IRP policies, regulations and procedures. He possesses the unique qualifications and capabilities required to perform these services. NAICS CODE 541990 and the size standard is $6.5. This notice may represent the only official notice. This is a Simplified Acquisition with the estimated value of less than $100,000.00 threshold. This acquisition is being procured under Federal Acquisition Regulation (FAR) 13. 106; and is exempt from the requirement of FAR Part 6, Competition Requirement. This Notice is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct any future competitive procurement requirements. A determination by the Government not to compete with this proposed contract; based upon responses to this notice, is solely within the discretion of the Government.
