- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A proposal is being requested based solely on this announcement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Glowlink owns the Model 8000 Geolocation System and is the only known source for subject support services. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. U.S. Army Space Command/Army Force Strategic Command intends to issue a contract (solicitation no. W91260-08-R-0007) to Glowlink Communications Technology, Inc. LosAlto, California solicitation no. W91260-08-R-0007 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitions. Glowlink shall provide a three person on-site support team at Fort Detrick, Maryland; Landstuhl, Germany and Fort Buckner, Japan and two person on-site supports at Peterson AFB, Colorado to augment 1st Space BDE and 53rd SIG BN personnel in the operation and maintenance of the M8000 Geolocation system and all associated hardware. Period of performance is 30 September 2008 to 29 September 2009. Site Support services consists of on-site coverage and technical assistance, on-call coverage and technical assistance, depot and supply services, training services, logistic services, communications analysis, hardware maintenance services, software, firmware, and database support services, and computer system administration. The required support services consists of (1) Glowlink M8000 Equipment Operation and Maintenance, (2) Maintenance, Support Agencies and SkiWeb reporting, (3) Antenna Movement and Maintenance, (4) Spectrum Plan and Setup Alarm Monitoring, (5) Investigate Alarms and Report suspected interference, (6) Report suspected interference, (7) Determine New Geolocation Solution, (8) Perform Delta LO Measurement, System Administrative Functions, (9) New Software loading/testing, (10) Developing Operational Procedures (example work instruction) and (11) Participle in training opportunities. Contract Line Items: CLIN 001 Labor-Fort Detrick, Maryland; CLIN 002 Labor-Landstuhl, Germany; CLIN 003 Labor-Fort Bucker, Japan; CLIN 004 Labor-Peterson AFB, Colorado; CLIN 005 Material/ODC; CLIN 006 Travel The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-19 dated 7 Jan 2004. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. In addition the following requirements/terms and conditions apply to this requirement. FAR 52.227-1 Authorization and Consent, 52.227-2, Notice and Assistance Regarding Patent and Copyright Infringement, 52.227-3, Patent Indemnity, 52.227-14, rights in Data General, 52-227-15, Representation of Limited Rights Data and Restricted Computer Software.
