- RFP# 08-JC-REG2- MUHL COST PLUS INCENTIVE FEE PROCUREMENT. Although the Muhlenberg Job Corps Center is a Philadelphia, Region 2 Center, this procurement is being conducted through the Atlanta OASAM office, Region IV. Request for Proposal (RFP) #08-JC-REG2-MUHL for the operation of the Muhlenberg Job Corps Center located in Greenville, Kentucky will be issue on or about October 2, 2008. This requirement is 100% Set—Aside for Small Business. Cost plus Incentive Fee for the following services: The contractor shall operate the aforementioned Job Corps Center which includes provisions for academic, career technical, social and career development training, and related support services for an estimated total of 405 students categorized as follows: 265 _ residential male students, _96_ residential female students, 22 non-residential male students and 22 non-residential female students. The contractor shall provide residential quarters (housing) and services to residential students. There are no Outreach and Admission or Post-Center Career Transition Services requirements in this contract. The successful contractor shall also provide overall center management, procurement and property management, facility operations, maintenance services, and security. All activities shall be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. The successful contractor will operate the Muhlenberg Job Corps Center with the services shown above for a two-year period beginning 7/1/2009 through 6/30/2011. Additionally, the contract will include the Government’s right of three successive 12-month option periods through June 2014. The North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $32.51M. A Site Visit/ Pre-proposal conference is scheduled for Thursday, October 9, 2008 at 9:30 a.m. local time (EST). The Muhlenberg Job Corps Center is located at 3875 State Route, Highway 181 North, Greenville, Kentucky 42345, (270) 338-5460. The RFP is to be issued on or about October 2, 2008. In accordance with FAR 5.102(A) (7), availability of the RFP is only available by downloading from the Federal Business Opportunity website at www.fedbizopps.gov. We recommend that you download a copy and bring it with you to the conference. Questions regarding the RFP should be submitted no later than noon on October 6, 2008 by e-mail prior to the conference, to the attention of Anthony Germana at germana.anthony@dol.gov or Lynn Owens at owens.lynn@dol.gov. It is requested that any contractors planning on attending the Site Visit / Pre-Proposal Conference notify Anthony Germana, Contract Specialist, by e-mail of their intention to attend and the number of participants. We suggest that your team is limited to 4 people.
