Description
The Federal Bureau of Prisons is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment and mental health services in the Hartford, Connecticut area. Services are for male and female Federal offenders (inmates) held under the authority of various United States Statutes. The location where services are to be provided is as follows: Accessible to a local public bus transportation route; within two (2) blocks of direct service to Hartford, Connecticut local routes; and within ten (10) miles of the current Residential Reentry Center (RRC), Watkinson House, 136 Collins Street, Hartford, CT, 06105. There are two (2) additional RRCs currently under the same contract that house federal inmates nearby. Those RRCs are Cheney House, 155 Wethersfield Avenue, Hartford, CT, 06114, and The Hartford House, 10 Irving Street, Hartford, CT, 06112. The services required for this contract include: Base Year (02/01/2009 - 01/31/2010): Estimated number of inmates 100: Intake Assessments (one per inmate) for 100 inmates = 100 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 12 units per 100 inmates = 1,200 units; Group Counseling Sessions (30 minutes = 1 unit) 60 units per 100 inmates = 6,000 units; Psychiatric Health Intake Assessment and Report 1 per 8 inmates = 8 reports; Medication Monitoring 2 units per 8 inmates = 16 units. Option Year 1 (02/01/2010 - 01/31/2011): Estimated number of inmates 105: Intake Assessments (one per inmate) for 105 inmates = 105 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 12 units per 105 inmates = 1,260 units; Group Counseling Sessions (30 minutes = 1 unit) 60 units per 105 inmates = 6,300 units; Psychiatric Health Intake Assessment and Report 1 per 9 inmates = 9 reports; Medication Monitoring 2 units per 9 inmates = 18 units. Option Year 2 (02/01/2011 - 01/31/2012): Estimated number of inmates 110: Intake Assessments (one per inmate) for 110 inmates = 110 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 12 units per 110 inmates = 1,320 units; Group Counseling Sessions (30 minutes = 1 unit) 60 units per 110 inmates = 6,600 units; Psychiatric Health Intake Assessment and Report 1 per 10 inmates = 10 reports; Medication Monitoring 2 units per 10 inmates = 20 units. Option Year 3 (02/01/2012 - 01/31/2013): Estimated number of inmates 116: Intake Assessments (one per inmate) for 116 inmates = 116 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 12 units per 116 inmates = 1,392 units; Group Counseling Sessions (30 minutes = 1 unit) 60 units per 116 inmates = 6,960 units; Psychiatric Health Intake Assessment and Report 1 per 11 inmates = 11 reports; Medication Monitoring 2 units per 11 inmates = 22 units. Option Year 4 (02/01/2013 - 01/31/2014): Estimated number of inmates 122: Intake Assessments (one per inmate) for 122 inmates = 122 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 12 units per 122 inmates = 1,464 units; Group Counseling Sessions (30 minutes = 1 unit) 60 units per 122 inmates = 7,320 units; Psychiatric Health Intake Assessment and Report 1 per 12 inmates = 12 reports; Medication Monitoring 2 units per 12 inmates = 24 units. Treatment facility must meet State of Connecticut licensing requirements. Individual practitioners must meet State of Connecticut license/certification requirements. Note: The mental health services listed may be provided by the contractor or sub-contracted out to another contractor. The services shall be in accordance with the Federal Bureau of Prisons Northeast Regions Transitional Drug Abuse Treatment (TDAT) Statement of Work dated May 2007, and revised July 1, 2008. The request for quotation will be available on or after October 15, 2008 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about November 19, 2008. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
