Description
This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. This Sources Sought is in support of a market survey being conducted by Indian Head Division, Naval Surface Warfare Center (IHD/NSWC) to determine potential sources to provide calibration services for all required calibration at NSWC, Indian Head Division. There are approximately 5,257 items that are in inventory for periodic calibration. Of the 5,257, 1,160 of these items are in an inactive or out of calibration status that would negate their need for inclusion. For the items that are inactive, there may be a situation where the item would need to be calibrated for use in manufacturing, acceptance or testing. Some of the items could be sent out for calibration and some would require that to be performed on site. There are two separate possible cases that should be considered. The first case would involve only calibration services for the items that would be identified, collected and prepared for pickup by IHDIV/NSWC or in the case of items that must be calibrated on site; the items would be identified and prepared for on site calibration. This scenario would involve IHDIV/NSWC securing passes for employees of the calibration company to allow them within the restricted area to perform the on site calibration. The second case would involve the complete outsourcing of the calibration program to an outside contractor. This scenario would involve the contractor assuming control of the database identifying the items, their calibration cycle, locations and point of contact. The contractor would be responsible for alerting the point of contact (POC) listed to the impending due date for calibration, picking up the items due for calibration or in the case of on site calibration, arranging with the POC to make a site visit for the purposes of in place calibration. The contractor would also report on a monthly basis the items calibrated and the results of that calibration. IHDIV/NSWC will supply a list of the items that are included in the Navy METCAL program on station. This list also details the unique serial numbers assigned to the specific item, the calibration cycle, a description of the item, the type of service label description, (i.e. calibrated, special calibration, new (not yet calibrated), rejected or inactive). The list also details the owner of the item, the building the item occupies, the life cycle of the calibration and the last calibration date as well as the next calibration due date. All interested sources shall provide a summary of their company's capabilities including organization name, address, calibration processes, inspection capability, personnel, and past experience. It is also required to provide a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code.
