- The US Army Research Acquisition Activity intends to issue a sole source purchase order to TPR Media, LLC, 284 Amory St Ste 11, Boston, MA 02110-1213 to provide a subscription to The Parent Review, to receive weekly emails to approximately 30,000 MHS beneficiaries at 30 MTFs throughout the MHS. This support includes: (1) Pregnancy Module, (2) Infant Module, (3) Toodler Module, (4) Special Needs Module, (5) Breastfeeding Module, and (6) Optional Autism Module. TPR Media provides two important tools to support the MHS beneficiary. The newsletter, The Parent Review, is the first advertiser-free publication to bridge science and parenting by reporting on the most compelling research-based findings on child development issues. The communication platform, eCareConnect ", enables expectant and new parents to receive weekly email messages from the Parent Education Professionals at their own personal email addresses. This product also allows the beneficiary to receive useful informationtailored to their due dateas well as online registration for classes, tours, and other services. eCareConnect " weekly email continues through the second year of life, customized to the babys age, offering invaluable parenting support and resources. Any firm that believes it can provide the stated capability is invited to submit a written notification to the Contracting Officer with in five (3) calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability. Information can be sent to the Contracting Officer at: USAMRAA, ATTN: MCMR-AAA-P (Justin Pickett), 820 Chandler Street, Frederick, MD 21702-5014. No telephone or facsimile requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract. Note 22 applies. **Sole Source Justification 1. Authority Cited. The statatory authority for this requirement is 10 U.S.C.2304(c)(1) as implemented by FAR 6.302-1(a)(2) -- When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. 2. Reason for Authority Cited. The Parent Review is the only known contractor which provides this service. The Parent Review Platform enables care providers to continuously connect with expectant families, creating an unprecedented level of care. No other vendor has been provided the rights to distribute this product. This product is unique in that it is designed so that each individual MTF can customize any of the content of the weekly email's to meet the needs of their patient population. TPR is the only vendor that offers this specific enhancement or this specific bundle of services, in the current market. Clinicians can provide patients with information that's both timely and specific to their hospital, and patients receive a weekly email that's targeted not only to their due date or baby's birth date but also to their hospital. This not only enhances the care received, but also saves time, because the answers of frequently asked questions are delivered to the patient's personal email The materials on the site are copyrighted by TPR. Any reproduction of these materials, either electronic or in hard copy, is strictly prohibited without prior written permission of TPR 3. Efforts to Obtain Competition. No effort will be made to solicit offers from as many potential sources as is practicable as there is only one source capable of performing the required servcies. 4. Actions to Increase Competition. Should there be a future requirement for The Parent Review weekly email subscription, the technical and requirements personnel will contact the organizations listed in paragraph 8, as was done for this requirement, to ascertain if there where any significant changes in their subscription offerings that will enable the Government to customize the content of their weekly emails, or authorization is given to said vendors to distribute these weekly emails from TPR. 5. Market Survey. An internet search of like products was conducted on or about 22 June 2008, this search revealed sources including: (1) Parenting Weekly, (2) Baby Zone,and (3) Parents.com. While these sources provided similar capabilities, the content was not evidenced-based, and did not offer the MTFs the opportunity to customize weekly newsletters to provided information that is relevant to their local population. Furthermore, the listed vendors are not given the licenses or rights to distribute the email content from The Partent Review; such rights are proprietary to TPR. The websites of the sources listed were reviewed and evaluated and did not provide the content specified in the Statement of Work. 6. Interested Sources. To date, no other sources have written to express an interest. The notices required by FAR 5.201 shall be published on the Government-wide point-of-entry (FedBizOps), and any bids or proposals received shall be considered.
