- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NLRB01-08-Q-TMS-0002 and is issued as an invitation to bid. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26, effective June 12, 2008. _____DESCRIPTION: Goal Deliver 360° By Design training for up to 30 managers and supervisors in the National Labor Relations Board’s (NLRB) Headquarters and Field offices. Program Content The training consultant must be currently certified by the Center for Creative Leadership (CCL) to use, administer and deliver 360° By Design training. The NLRB has used this customized instrument for the past two years and before this time, used the standard Benchmarks version. We will continue to use the 360° By Design assessment because it has been tailored to address specific management competencies for NLRB managers and supervisors who participate in the program. SCOPE OF SERVICES Program Planning: The consultant will meet with the Office of Employee Development (OED) to discuss the parameters of the program, to get answers to any questions he/she may have, and to establish a specific time frame and process for successfully completing the project. The consultant must be flexible and able to adjust to program schedule changes. Assessment Instrument Services: The consultant will arrange and pay for CCL to set up the internet administration of the 360° By Design instrument and manage all of the associated processes to complete the full program. This will include purchase of the instruments, troubleshooting problems for participants, request and dissemination of reports, and analysis of the results for one-on-one meetings with participants. Classroom services: The consultant will meet with Headquarters participants in a classroom environment on two occasions. The first meeting will be to introduce the program and explain the 360° By Design assessment framework and process. The second meeting will be conducted after the assessments are completed. In this meeting, the consultant will explain assessment results and answer any questions participants may have. After the reports are given to each participant, the consultant will talk with each Headquarters participant by telephone to determine their level of understanding of the materials and the information contained in their feedback report. The Field office participants will meet with the consultant in a group format for their introductory session. The meetings will be by videoconference. To allow for maximum participation and interaction with the consultant, Field office participants will be equally divided into an appropriate number of videoconference sessions. A room will be provided for the consultant which will include all of the needed equipment and data to conduct these meetings successfully. The established schedule for these sessions will take into consideration the different time zones that participants may be in. Individual consulting services: On a mutually agreed upon date after the 360° assessments are received, the consultant will meet with each participant one-on-one to discuss the results of their feedback reports. Headquarters managers will meet with the consultant once on a one-on-one basis to focus on how to use the individual assessment results to change or improve their performance and how to incorporate this into an update or enhancement of their current MDP. The consultant will provide all participants with CCL’s Developmental Planning Guide to be used as a tool in updating Management Development Plan (MDP) goals and in preparing for the one-on-one meetings in general. Due to the nature of the training in a videoconference environment, we have decided to forego the second group meeting of Field office participants with the consultant. Instead, we would like to have two individual meetings of Field Office participants with the consultant. The first meeting will be conducted after the assessments and will be to explain one-on-one the assessment results and help the manager with reading and understanding the full feedback report. The second meeting with the manager will be to help him or her focus upon assessment results and how to incorporate the feedback into plans for changing or improving his/her MDP. The consultant will conduct telephone discussions with Field office participants on an as needed basis. _____OPTIONAL YEARS We would be interested in obtaining bids for Option Year 1: FY 2009-2010 and Option Year 2: FY 2010-2011 for the above stated work under a separate category we would like you to title Optional Years. _____PROGRAM EVALUATION At the end of the last session, the consultant will have each participant complete a program evaluation designed by OED. Copies of all completed evaluations will be made available to OED’s program manager. The consultant will meet with OED at the conclusion of the project to discuss accomplishment of the program goals. The consultant will submit a summary report with recommendations for future iterations of this training to the OED project manager. _____APPLICABLE PROVISIONS: FAR 52.212-1, Instructions to Offerors--Commercial Items; FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212-3 Offeror Representations and Certifications--Commercial Items; FAR 52.212-4, Contract Terms and Conditions--Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (includes the following 52.222-26, 52.222-35, 52.222-36, and 52.222-37), FAR 52.217-5, FAR 52.217-8, and FAR 52.217-9 (15 days, 30 days, 14 months). _____PROPOSAL FORMAT. Quotations are to be submitted in the following format: 1) Technical Proposal: Technical proposals shall not simply rephrase or restate the Government's requirements, but rather, shall provide convincing rationale to demonstrate: (a) proficiency in all general task areas and, (b) show how minimum qualifications are met or exceeded. The resume shall be submitted of the primary Key Person being proposed for the assignment. 2) Cost Proposal-The Cost Proposal shall submit separate line items showing the breakout of costs and hours for completing the services described in the SOW for the 2008-2009 program, and overall cost figures for each of Option Years 1 and 2. Base Period - September 22, 2008 to September 21, 2009 Program Planning Assessment Instrument Services Classroom Services Individual Consulting Services Program Evaluation Option 1 - September 22, 2009 to September 21, 2010 (break out pricing) Option 2 - September 22, 2010 to SEptember 21, 2011 (Break out pricing) Ensure the following are submitted: a) Resume; b) Proposal with cost estimates for the following: Program planning, Assessment Instrument Services, Classroom services, Individual consulting services, Program evaluation and separate pricing for the FY10 and FY11 Option Years. ; 3) Supplemental materials: Samples of handouts used in similar training efforts; 4) List of references for whom similar work has been performed and a synopses of this work; and 5) a description of the bidder’s experience in a) administering and coaching Federal government managers in professional fields such as Human Resources, Procurement and other administrative fields and technical professional fields such as Legal, Investigatory, Scientific and Engineering using CCL’s 360° By Design instrument, b) facilitating and training groups of Federal government managers in a classroom setting, c) an executive coach or career counselor or other role where the bidder established rapport with others and used insight in helping others to establish personal improvement goals, and d) using videoconference equipment to facilitate meetings with participants in remote offices. _____EVALUATION. The Government will award a contract to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability, past performance and price/cost. Technical capability and past performance are significantly more important than price/cost. Technical capability will be evaluated by (a) how well the proposed Key Personnel meet or exceed the minimum and additional preferred qualifications and (b) documented and demonstrated proficiency in the general tasks specified in the statement of work. T he base period is expected to begin September 22, 2008. Two option periods, each not to exceed a year, may be exercised at the Government’s discretion. This option period may be exercised on either a firm-fixed price or labor hour basis, depending on Government need. Responses shall be submitted via email only, to: TaLisa M.
