Description
Mission Installation Contracting Command (MICC)-Fort Bragg, North Carolina intends to award, on a sole source basis in accordance with 10 USC 2304(c)(1) and FAR 6.302-1, a contract to Q- Matic Corporation, 95 Underwood Road, Fletcher, NC 28732, for a custom software application with annual renewable maintenance in support of WOMACK ARMY MEDICAL CENTER. The Q-Matic system allows the Department of Emergency to track patients from the time they first enter into the emergency room until the time they leave. Information will be displayed for staff showing the number of patients, their catagories and their wait time. The system allows tracking for the different departments that the patient has to visit within the emergency room visit and how long they spend in each department. The system maintains detailed reporting notifications to management staff of waiting time threshold issues. The Department of Emergency currently has patients stand and wait in line while waiting to be triaged. Triage, depending on the illness may take up to 30-45 minutes. This process increases stress, anxiety, and patient complaints. The system will allow the patient to be seated while waiting for triage and other services, thus decreasing anxiety and complaints. The Department of Emergency continuing without the Q-Matic system will cause risk of not providing standard of care. Womack Army Medical Center is currently using the Q-MATIC Corporation systems throughout the facility. The Department of Emergency currently does not have any other system that can be used with this new Q-MATIC. System. Using the Q-MATIC system will make implementation easier for their IMD department. This is not a request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. If you feel your firm possesses the ability to provide these supplies, you must respond by demonstrating your firms technical capability to meet the requirement. If no affirmative written response is received, the supplies will be awarded without further notice. Detailed capabilities must be submitted to the email address provided below no later than 23 September 2008, 12:00pm Eastern Time.
