Description
This is an “END OF YEAR” requirement. Funds are not presently available for this requirement. No award will be made under this solicitation (combined synopsis/solicitation) until funds are available. If funds are not received by 30 September of current year, this requirement will be cancelled. Additionally, the Government reserves the right to cancel this solicitation (combined synopsis/ solicitation) at any time. Notification of cancellation will be posted on the Federal Business Opportunities web page at http://www.fbo.gov/. The 1st Special Operations Contracting Squadron proposes to award a Sole Source Purchase Order to SIRSIDYNIX, for annual library software subscription renewal for: 6 EACH - Model # SIRSI.NETItem # ZZ-40-46006-900, Sirsi.Net 26-50 Staff user. Period of Performance: 1 October 2006 through 30 September 2007. 1 EACH - Model # SIRSI.NETItem # 40-46011-900, Sirsi.Net Serials Control user.Period of Performance: 1 October 2006 through 30 September 2007. 1 EACH - Model # SIRSI.NETItem # 40-46019-900, Sirsi.Net Materials Booking.Period of Performance: 1 October 2006 through 30 September 2007. 1 EACH - Model # SIRSI.NETItem # MNT-50-51000-000, Single Search Maintenance RenePeriod of Performance: 1 October 2006 through 30 September 2007. Hurlburt Field is an Air Force installation that is located in the Florida Panhandle mid-way between Panama City, Florida and Pensacola. 1. Renewal of maintenance agreement for Hurlburt Library’s automated library software, Sirsi.Net. The software controls all library processes including circulation of materials, cataloging of materials and maintenance and access to databases of library customers and all library materials. Software provides customers with Web access from remote locations as required by Golden Eagle Standards. Software provides customers with Web access to subscription databases and specialized information resources. 2. Sirsi.Net is a proprietary product of SIRSI Corp. SIRSI Corp is the only authorized source to provide technical service and support for this software. All integrated library system (ILS) software products are unique, proprietary products. While another ILS could perform the functionality of Sirsi.Net, all ILS products will be sole source in regard to maintenance agreements. 3. Sirsi Corp is the only known source that can satisfy the government’s requirements for maintenance of the existing software package. 4. Hurlburt Library’s use of Sirsi.Net is shared with 17 other libraries in AFSOC and ACC. This group purchase has resulted in a cost much lower than purchasing an individual license of Sirsi.Net or any comparable product. Changing ILS would incur costs estimated at $100K and would not prevent future sole source acquisitions. This acquisition is unrestricted. The North American Industry Classification System (NAICS) code for this project is 511210 with a size standard of $21,000,000; the SIC code is S113. Any resulting Purchase order shall be firm-fixed-price. All responsible sources may submit their capabilities statement which shall be considered by the 1st Special Operations Contracting Squadron. Prospective offerors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
