- Description
- The Government intends to solicit and negotiate with only one source, Motorola, 7031 Columbia Gateway Drive, Columbia, MD 21046. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is for a transportable trunked radio system, which will compliment the existing command and control vehicle used by the Director of Emergency Services (DES) in the event of a catastrophe as the result of an accident or act of nature. The transportable system will be operational within 30 minutes of such an event. The system will include a trailer capable of being towed by a ton pickup truck or being airlifted; a 45 feet pneumatic mast capable of providing antenna service to a height of fifty (50) feet in the air; a generator capable of sustaining the system operation, with a fuel tank capacity to maintain operation of the system for at least 24 hours; battery backup with sufficient capacity to maintain the system operational for five to seven (5-7) minutes in order for the system to be powered up or down without ruthless loss of power; a seven-channel combiner compatible with the on-hand IntelliRepeaters; all hardware, software and peripheral equipment needed to provide a functional trunked radio system. The system will operate in the 406-420MHz bandwidth. The basis for restricting competition is because the infrastructure to be used for this requirement is reclaimed components from the old trunked radio system, which was engineered and maintained by Motorola. Radios used on this requirement are Motorola radios, also reclaimed from the pre-existing Motorola trunked system. The NAICS code for this procurement is 334220 and the small business size standard is 750 employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 1500 CST 23 Sep 2008. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Motorola. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items.
