- The Department of Veterans Affairs, the Office of Construction and Facilities Management (CFM), Washington, DC is seeking proposals from contractors for preconstruction services and the construction of Project 671-048, entitled, New Polytrauma Rehabilitation Center and Renovation of Building #1 at the Audie L Murphy Veterans Memorial Hospital, 7400 Merton Minter, San Antonio, TX. This project will be procured utilizing the Incorporative Design Preconstruction Build (IDPB) strategy, commonly referred to as Construction Management Constructor (CMc). The work will consist of preconstruction services and an option to construct a new polytrauma center and renovation of Building #1 on existing Audie L Murphy Memorial Medical Center grounds. The project shall consist of new construction of approximately 75,000 square feet on three floors. The design will tie into existing building in multiple locations. Scope may include 30,000 square feet of interior renovation within the existing hospital. Building skin will be precast, masonry, and/or curtain wall. New construction shall accommodate two departments. Physical Medicine and Rehabilitation Services Department is comprised of outpatient rehabilitation including physical therapy, kinesiotherapy, occupational therapy, chiropractic services, staff offices, and support functions. The Patient Bed Department includes 12 bed inpatient polytrauma rehabilitation unit, support functions, and staff offices. Project will comply with all applicable VA standards, including telecommunications and life safety. Project will comply with VA AT/FP and Progressive Collapse Analysis and Design Guidelines. The new construction will match the existing floor to floor heights, which are approximately 18'-0". Local geologic conditions include expansive soils, and a crawl space with a mud slab and sump is anticipated beneath the lowest level of the building. Contractor shall furnish preconstruction and construction services, labor, materials, equipment, transportation, supervision, coordination, & commissioning required to build this project as required by the statement of work. The offeror shall furnish, obtain any and all necessary licenses and/or permits required to perform this work in the State of Texas. This is a RFP; therefore, there will be no public bid opening. The basis for award will be Best Value technique. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government considering recent and relevant past/present performance, technical capabilities, and price. The government reserves the right to award a contract to other than the low offeror. The magnitude of this project is between $20,000,000.00 and $50,000,000.00. This solicitation is unrestricted. The NAICS Code for this work is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5 mil. Small business subcontracting goals for this project are as follows: (a) 28.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 7% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% HubZone Small Business, and (f) 10% Veteran-Owned Small Business (VOSB). The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about October 2, 2008. A Pre-Proposal conference is scheduled for October 21, 2008 at 10:00 AM CST, in the Rio Grande Room, 1st floor, Hilton Airport, 611 NW, Loop 410, San Antonio, Texas, Phone 210 340-6060.
